This report is provided to address the requirement of the City of Edmonds for review of
the Native Vegetation Plan for the Soundview Lane, LLC 3 Lot Short Plat prepared by
Donna Breske. For preparation of this report, I have reviewed the Native Vegetation
Plan as well as the City of Edmonds document Procedures for Obtaining Permitting and
Approval for Tree Removal or Trimming with City of Edmonds Rights -of -Way. The
Native Vegetation Plan shows the proposed removal of trees within the right-of-way and
the proposed plantings to be installed as replacement for the removed trees. I did not
conduct a site visit prior to preparation of this report. The purpose of this report is only
to provide the results of my review of the tree replacement measures proposed to
satisfy the City of Edmonds requirements.
1.0 Development Plan and Requirements
The proposed development of the project site is to short plat it into three separate lots,
retaining the existing house in one and developing two additional lots. Development of
Soundview Lane will require the removal of 11 trees. Of these 11, 9 meet the minimum
size requirement for replacement by the City of Edmonds. Following are the trees' sizes
and their recommended replacement numbers:

Based upon these numbers, the total recommended to be planted as replacement is 29
trees. The City of Edmonds doesn't specify species or minimum size for replacement
trees.
2.0 Replacement Proposed and Recommended
The Native Vegetation Plan proposes replacementlof the 9 within the right-of-way
proposed to be removed that are required to be replaced.,by replanting with 36 trees of
the following species, sizes and numbers:

In addition to these trees, the plan proposes to plant 44 shrubs and 77 ground cover
plants. Of these replacement trees, vine maple and shore pine are smaller at maturity
and will be part of the understory layer. Pacific dogwood and paper birch will be taller,
but not as tall as Douglas fir and Western red cedar.
As the Native Vegetation Plan shows, There are a number of trees that will be retained
in both of the proposed restoration/tree replacement areas, 20 in all. Adding 36 trees to
these areas will total 56 trees in these areas, both of which are long but very narrow. To
accommodate the replacement trees and the existing trees, the spacing between many
of the replacement trees is no greater than 10 feet. This spacing is not adequate for the
larger trees as it will result in crowding and possibly require removal in the future. I
recommend a minimum of 15 feet, preferably 20 feet, between the trunks of trees,
particularly the Douglas firs and the Western red cedars. Therefore, I recommend
reducing the number of Western red cedars planted to 5 for a total of 26 replacement
trees. These trees should be located at the recommended spacing. It appears as
though the western red cedars planted along the southern property line are intended to
create a screen. I don't recommend planting these so close together. Spacing them will
not create an immediate screen, but will provide one in the near future.
4.0 Use of This Report and Limitations
This report is provided to Soundview Lane, LLC and Michel Design as a means of
addressing the City of Edmonds' requirement for review of the proposed tree
replacement specified in the Native Vegetation Plan. This report does not address the
conditions of the retained trees. Therefore, Tony Shoffner and Shoffner Consulting
cannot be held liable for damage resulting from the failure of any trees on the project
site.
