Please redline plans or submit two (2) sets of revised plans/documents with a written response to each of the items below to an engineering technician. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details and development code can be referenced on the City website. Review 1 Comments - 4/3/2014 Review 1 Comments REVISED — 5/2/2014 Review 2 Comments — 6/11/18 GENERAL 1. 6/12/18 Received. Please provide an updated worksheet if there are any changes with the next resubmittal. Please provide an itemized engineers cost estimate, including units and unit prices, for both on -site and off -site (right-of-way) improvements, including all utilities, traffic control, NGPA fencing and restoration/enhancement plantings. Please use the King County Site Improvement Bond Quantity Worksheet and utilize the "write-in" sections where appropriate. • A bond is required to be placed for all erosion control measures, right-of-way and stormwater management improvements. Posting a bond for stormwater systems applies to subdivisions that involve 7,000 square feet or more of land disturbing activity and as well as on projects in a critical area or buffer including ESLHA. The amount of the bond will be based on 120% of the City approved estimate. The City will inform you of the appropriate bond amount after review of the cost estimate. Please obtain the appropriate subdivision improvement bond forms from the City. • If you intend to post a bond in order to record the subdivision, the bond amount will be based on the entire scope of the project. • Inspection fees for this project will be calculated at 3.3% of 100% of the City approved estimate for all improvements. 2. Please submit a traffic control and haul route plan for review and approval. The plan must be reviewed and approved prior to civil plan issuance. 3. Olympic View Water and Sewer District shall have their own approval block on pages specific to their review and approval. The applicant will be required to obtain signatures of approval from OVWSD on civil plans sheets pertinent to OVWSD utilities and submit copies of signed plan sheets to the City prior to civil plan approval by the City. Include sheet 1. Please add a note to plans stating "A separate right-of-way construction permit is required for all work within the city right-of-way." Please note, a ROW permit application with contractor's signature shall be provided to the city prior to issuance of civil construction plans. 2. Please add note to plans stating "All utilities to be installed underground." 3. Plans have been referred to the current Fire Marshall to review under current codes. Comments shall be provided when complete. SHEET C01— COVER SHEET 1. Please revise general note #1 to reference the applicable versions of the WSDOT/APWA = 2018 and the SWMMWW = 2014 4. Add Purveyor information for emergency services (Fire and Police) and add Frontier as a purveyor of phone/cable service as well as Comcast. 5. Add brief description of work. Indicate that the project is a 3 Lot Short Plat. SHEET CO3 — SITE PLAN 4. Please identify the long strip of area between Lot A and Lot C that is adjacent to the access easement for Lots B and C. What is the triangle of property at the southwest corner of the strip? Are all these lines intended to be property lines? If you are currently applying for an amendment to the original recording documents, please show only the final result on the plans. 5. Show location of fire and aid address signage. See standard detail. Sign shall be installed conspicuously n a place to most readily be read by any emergency purveyors that need to find these lots. A sign with all of the addresses (five?) off the Private Access should be installed at the entrance of the access road. SHEET C04 — TESC PLAN (and DEMO PLAN) 1. Show structures/utilities to be removed. 2. Show clearing and grading limits this plan sheet. 3. Show tree retention/removal this plan sheet. Please either show the actual protective fencing around the tree dripline drawn on the plan or add a #2 at every instance where #12 is located. 4. Please add the construction sequence to this plan sheet so that it can be used separately with the demolition permit. 5. Please add note on this plan sheet that contractor shall provide notification/coordinate disruption to access road and driveways with adjacent property owners. SHEET C05 — PAVING & GRADING PLAN 1. Add dimensions of areas to be paved. Page 2 of 3 2. Provide reference to Sheet containing road profiles. Please add access drive section for the Private Access Road, and the Access Easement showing subgrade, asphalt, curbing or thickened edge or sloping to guide storm runoff. Refer to COE standard detail TR-510 for an example. 3. Driveway approaches shall be constructed with the subdivision improvements. Please accommodate turnaround requirements for Lot B and Lot C. SHEET C07 — UTILITIES PLAN 1. Remove structures and notes related to items that are noted as "to be removed". 2. A portion of the sanitary sewer system serving Lots A & C appears to fall outside the "access road/easement area". Plans indicate the existing sewer is to remain ... will additional easement area be provided? Clearly identify utility easement areas on this plan sheet. 3. Please show where the underground power service will stub to Lot B. Remove overhead power line from plan. SHEET C09 — DETAILS 1. All Sewer and Water details shall be replaced with Olympic View Water and Sewer District details. STORMWATER REVIEW The Stormwater review comments are provided on separate document by Zack Richardson, Stormwater Engineer. Please submit water and sewer plans to the City with signature of approval from the Olympic View Water and Sewer District.
