Further clarification is necessary for the City to continue review, the proposed short plat. This letter retains the same number format of the July 161h letter of completeness and additional requests are included in red. Please respond to the follow so we may continue our review: 1. Partially addressed. Please respond to the comments from Jennifer Lambert, Engineering Technician, provided in the attached memorandum. Unaddressed Comment from Engineering's June 13, memorandum Please provide a plan that shows the traffic flow of the parking lot of 9508 Edmonds Way so that the proposed modification to the entrance can be reviewed. Please make sure to include all curbs, parking stalls, etc. Please note that if any portion of vehicles for 22810 Edmonds Way will be utilizing areas outside of the easement to access their lot, the easement will need to be revised. Additionally, it appears the easement recorded under AFN 7801230217 needs to be revised for access to proposed short plat. Please provide documentation from the property owner of 9508 (9504) Edmonds Way indicating a willingness to modify said easement. b. Partially addressed comment from Engineering's June 13, memorandum Please clearly label the dimensions of the planter strip (4') and sidewalk (7'). Also please revise the plans to say a pedestrian easement not dedication. If a pedestrian easement is required to obtain the City requirements for frontage improvements, please show the pedestrian easement of the preliminary plat map. 2. Partially addressed. Please refer to ECDC 20.75.060 for all required information to be shown on the preliminary plans and have your surveyor revise the plans as necessary to meet these requirements. As part of your surveyor's revisions to the plans, please ensure the following items are addressed: a. Addressed. b. If the proposed utilities are to cross Lot 1 as shown on the previous preliminary plat map, please include the necessary easement for the utilities to cross Lot 1. While the utility easement was shown on the Road & Drainage Plan and the TESC and Grading Plans, the utility easement was not included on the preliminary plat map. Please ensure all easements are identified on the preliminary plat map, including the pedestrian easement identified above. 3. Addressed. 4. Parking. Following the issuance of the letter of completeness and request for additional information staff conducted a site visit and noticed a number of parking spaces at 9504 Edmonds Way would be eliminated for access to the proposed subdivision. In an email dated July 22, 2013 staff notified you of this issue and provided the following comment: In order to verify the required parking, we need to know the mix of unit types (studio, 1- bedroom, 2-bedrooms, etc.) for the apartment complex. If eliminating the eight spaces drops the apartments under the required number of parking spaces, the parking lot may need to be reconfigured to remain compliant with the parking standards as detailed in ECDC 17.50.020. In an August 26, 2013 email you noted the apartment complex consisted of 48 one bedroom apartments, which pursuant to ECDC 17.50.020 would require a total of 7� parking stalls for the complex. An aerial photo identifying 74 parking stalls at 9504 Edmonds Way was provided and indicating the three stalls would need to be removed to provide access to the proposed subdivision. This aerial photo also identified a potential location for 5 parking spaces in the southeast corner of the property. 'In order to ensure that this location would provide sufficient room for traffic flow, please provide dimension of the travel lane to verify adequate fire access and parking stall dimensions at the location of the proposed parking stalls. Additionally, provide correspondence from the property owner of 9504 (9508) Edmonds Way indicating willingness to revise the parking lot and provide parking at this location. Please note that the application will be placed on hold until a response is received regarding the above items. According to ECDC 20.02.003.D, the above requested information must be submitted within 90 days (or by March 8, 2013) or the application will expire.
