Subject: COMPLETE APPLICATION, CLARIFICATION REQUESTED — MODIFICATION TO EXISTING
LANDSCAPING PLAN FOR MADRONA COURT (PLN20130049)
Dear Mr. Ellestad,
Thank you for submitting the required documentation and application fees for the above -
referenced permit; your application is complete according to ECDC 20.02.003. However, while
the application is technically complete, additional clarification is required. Please address all
comments in a written response and by providing updated plans, as appropriate:
1. In your cover letter, you asked to eliminate the replanting requirement for the five
cypress trees proposed to be removed. While this may be possible if existing
vegetation in the location still meets the intent of the code, that is not case along
the southern boundary of the Madrona Court site (see enclosed photo taken from a
site visit on September 6).
As a result, please submit an updated landscaping plan showing replacement for the
trees proposed to be removed. The replacement needs to meet the requirements of
ECDC 20.13.030.0 which indicates that Type III landscaping is appropriate for the
location:
C. Type 111 Landscaping. Type 111 landscaping is intended to provide visual
separation of uses from streets, and visual separation of compatible uses
so as to soften the appearance of streets, parking areas and building
elevations.
1. Evergreen and deciduous trees, with no more than 50 percent being
deciduous, a minimum of six feet in height, and planted at intervals no
greater than 30 feet on center; and
2. If planted to buffer a building elevation, shrubs, a minimum of three
and one-half feet in height, and living ground cover planted so that the
ground will be covered within three years,
Since there already appear to be two smaller deciduous trees in the area, the inclusion
of two lower -growing evergreens and three shrubs would be appropriate near the
southwestern corner of the site — native vegetation is preferred. The updated
landscaping plan must also accurately show all the landscaping that currently exists on
the site since it does not appear that the 1999 approved plan matches what is there
today. Use the enclosed plan as a base for the updated landscaping plan.
Please keep in mind that a complete response to this information request must be received
within 90 days or the application will lapse for lack of information (ECDC 20.02.003.13).
