Park Ballinger Apartments is proposing to remove one Douglas fir tree near Building A
(Tree #2) and a cedar near Building D (Tree #1). While otherwise in average health, the
trees are close to the buildings and the roots of each are causing damage to the
buildings and related site improvements (Attachments 1— 5).

1. The Park Ballinger Apartment site is located at 22828 76th Avenue West and is zoned
RM-2.4 (Multi -Family Residential). The property to the south across 2301h Street SW
is also zoned RM-2.4. The parcels to the north and west are zoned CG (General
Commercial) while the property across 76th Avenue to the east is zoned RS-8 (Single -
Family Residential).
2. Park Ballinger was constructed in 1969 and there is no landscaping plan for the
apartment complex on file with the City of Edmonds.
3. The site is well vegetated, both internally and externally, with a variety of trees,
shrubs and ground covers (Attachment 5).

4. The subject Douglas fir and red cedar have grown to become very large trees and
are close enough to the buildings to impact above and below -ground improvements
(Attachments 2 & 3).
5. Installing the replacements further away from the buildings will allow more room
for their growth and maturation (Attachments 2 & 4).
D. Technical Review
The Engineering Division has reviewed the proposal and asked for three conditions to
be added to the decision (Attachment 6).
E. Decision
Based on the findings, conclusions, and attachments to this report, staff finds that the
design review for file number PLN20140013 is APPROVED with the following
conditions:
1. This approval is only for the removal of one fir and one cedar tree identified on the
site plan (Attachment 4). Removal of any other trees requires separate approval.
2. Replacement trees shall be planted in the approximately locations identified on the
site plan (Attachment 4).
3. Replacement evergreens must be a minimum of six feet tall at time of planting.
4. Trees shall be fell onto private property.
5. Vehicles and equipment shall be located on private property. Should it be necessary
to use the City right-of-way to perform any of this work then the contractor shall
apply for and obtain a right-of-way construction permit in advance of starting work.
6. Contractor/owner is responsible for keeping all debris on site and preventing any
silt laden runoff from leaving the site and/or entering the city storm system.

Staff design review is a Type I decision which pursuant to ECDC 20.01.003.13 is subject to
judicial appeal. Type I decisions may be appealed by a party of record with standing to
file a land use petition in Snohomish County superior court. Such petition must be filed
within 21 days after issuance of the decision, as provided in Chapter 36.70C RCW.

On Wednesday, 19t'' of February, 2014, I visited the Park Ballinger Apartment site located at 22906 76"' Ave. W.,
Edmonds WA, to examine two trees located on the property. Tree number 1 (# 1) is located in the NE corner of
building unit D-52 and Tree #2 is located in the SW corner of building unit A-3, see page 5, Attachment 1, Site
Plan. Specifically you asked me to make a basic risk assessment and evaluation concerning various safety and
performance issues which may be associated with these trees.
Review
The subject trees are as follows: Tree # 1 is a Thz ja plicata- red cedar (cedar) and Tree #2 is a Pseudotsuga menziesii
— Douglas fir (fir). Tree # 1 is approximately fifty feet (50') in height and nineteen inches (19") in diameter (dbh)',
and Tree #2 is approximately eighty feet (80') in height and twenty-seven inches (27") in diameter (dbh)'. Tree #1
and Tree #2 are in an average state of health with no obvious signs of decay, major die -back or insect infestation.
However, both trees are very close to the apartment buildings and are causing damage to above and below ground
structures see pages 3 & 4, Photos, 'Tree #1 and Free #2.
Comments and Recommendations
Both Tree #1 and Tree #2 are located only a few feet away from building structures that are occupied by people and
are destroying and disrupting functionality. Large trees located this close to areas frequented by people and animals
pose a safety risk. There are definitely several hazards associated with Tree #1 and Tree #2 as a result -of location
and proximity to building structures and backyard areas. Due to the average state of health and with no visible
structural defects the probability of a failure occurring with these two trees is relatively low. However, in the event
of a failure, if it were to occur, there is a high probability of these trees striking building structures, people or animals
frequenting the general areas of these trees and consequences of this occurring to these subjects could be significant;
therefore, the level of risk is `moderate to high'. This is in addition to the destruction of property and functionality
as mentioned above. Allowing these two trees to continue in this situation will ultimately cause more damage to
the building structures and damage to the trees themselves which will result in their declining health and demise.
The situation and location of Tree #1 and Tree #2 warrants removal of both of these trees as soon as possible.
Replacement Plan
Replacement trees, of the same native species, will be planted in locations that will allow for many years of growth.
One tree will be planted in the north courtyard area and one tree will be planted in the garden area in front of unit
# 13, see Attachment 1, Site Plan.

There are many conditions affecting a tree's health and stability, which may be present and cannot be determined by an external
visual inspection, such as; root rot, internal cracks, wood rot and more which may be hidden from view of the observer. Changes
in site conditions can also cause a deterioration of a tree's health and stability. These findings do not guarantee future safety
nor are they predictions of future events. It should also be noted that the information contain herein represents my opinion as
to the tree's condition at this point in time. It is the responsibility of the property owner to schedule additional site inspections
and assessments by qualified professionals to ensure a longer term program for the subject tree(s) to be successful. It is the
responsibility of the property owner to obtain all required permits from the city, county or any other governing body.
This report summarizes the findings of the services authorized under our agreement. It has been prepared using generally
accepted professional practices, related to the nature of the work accomplished, in the same or similar localities, at the time the
services were performed. This report should not be construed to represent a legal opinion. No other conditions, expressed or
implied, should be understood.
The total liability of Best Tree Service NW, Inc. (BTS), its officers and employees, shall not exceed the invoiced amount for
the services provided. This limit of liability shall supersede all clauses to the contrary, implied or otherwise, in any purchase
order or contract, unless different terms are authorized in writing by an officer of BTS.
Experience and qualifications
I have been in the tree care industry for over twenty years and have observed and managed all types of trees that are
found in the Pacific Northwest region. I am the president and founder of Best Tree Service NW, Inc. and I am a
Certified Arborist with the International Society of Arboriculture (ISA). I also have a bachelor's degree in chemistry
and have extended courses in soil structure and biology.
