SW FILE NO. PLN20140063 Dear Mr. Peirce: The Planning and Engineering Divisions have reviewed the above draft recording documents, and it was found that the following information, corrections, or clarifications will need to be addressed before review can continue: 1. Provide sufficient documentation that you are authorized to sign the recording documents on behalf of the Rotary Club of Lynnwood. 2. All pages of the final recording documents must comply with the Snohomish County Auditor's recording requirements, which are available for your reference via the following link: http://wwwl.co.snohomish.wa.us/Departments/Auditor/Divisions/Recording/. This includes, but is not limited to, minimum required margins (minimum 2" margin required on left edge and margin on other sides). It is the applicant's responsibility to ensure compliance with the Auditor's recording requirements in order to avoid issues at the time of recording. 3. Within the legal description of the original parcel, indicate the total area of the original parcel. 4. Under the "Approvals" heading on Sheet 1, add the word "Division" so that the end of the third line states "...authorized for recording by the City of Edmonds Engineering Division by..." 5. Indicate the addresses that have been assigned to each of the new lots: Lot 1— 8116 206th St SW and Lot 2 — 8118 206th St SW. 6. Please add a "Stormwater Management Provisions" section that states: "A stormwater management facility is to be constructed on Lot 1 for the benefit of Lots 1 and 2, as approved by the City of Edmonds. The approved plans are on file with the City of Edmonds under file number PLN20140063." Also, add maintenance provisions for the system. 7. The following information regarding the stormwater system should be added to the documents. The appropriate place would be under the "Restrictions" heading. "A low impact stormwater management facility (LID BMP) was installed to mitigate the stormwater quantity impacts of the impervious surface created for the 15 ft ingress, egress, utility easement shared by Lot 1 and Lot 2. It is the shared responsibility of Lots 1 and 2 to maintain the size, placement, and design of the LID BMP as depicted on the approved plans on file with the City of Edmonds under file number PLN20140063. The LID BMP design shall be maintained and may not be changed without written approval either from the Engineering Division of the City of Edmonds or through a future development permit from the City of Edmonds." Page 1 of 2 8. The overlapping easements are very confusing. If it is possible, it may be easier to understand just having a blanket 25' easement for public and private utilities and a 15' ingress/egress easement overlapping. Then there are only two easements to understand. 9. Within Item 44 under the "Private Easement Provisions" heading on Sheet 1, please conduct the following: a. The words "parcel" and "lot" seem to be used interchangeably when describing the new Lot 2. However, this may cause confusion as to whether you are referring to the new Lot 2 or the original parent parcel which is Parcel 2 of lot line adjustment PLN20130041. Please provide any necessary clarification. It appears that your intention is to be describing Lot 2, not Parcel 2. b. Make any necessary corrections to the distances describing the location of this easement (i.e. the description states a distance of 27.29', while the map and lot closures indicates a distance of 27.33'). c. Correct the typo of the word "sad" to "said." 10. Within Item 42 under the "Private Easement Maintenance Provisions" heading on Sheet 1, please conduct the following: a. The sanitary sewer easement on Lot 2 is stated as being 15 feet; however, the easement is described elsewhere as being only 10 feet. Correct as needed. b. Correct the typo of the word "pint" to "point." 11. Under the "Title Encumbrances" heading on Sheet 1, reference the utility easement and conditions of lot line adjustment approval from File No. PLN20130041 (Recording No. 201310105003) as indicated within the title report. 12. On Sheet 2, correct the recording number of the 5' and 10' electrical distribution easements, which is stated incorrectly in two locations. The recording number is stated in the title report as 7906260230. 13. Note that all signatures on the final documents must be made in black ink. It is suggested, however, that you submit the revised recording documents to staff for a second review prior to obtaining all required signatures. 14. Note that Snohomish County requires that all of the year's taxes for the subject site be paid prior to recording for the year in which the short plat is recorded. Thus, the corrected and signed documents will need to be submitted to the City with ample time to be recorded prior to the end of 2015 if you do not want to pre -pay the 2016 taxes. If the documents are not recorded until 2016, all of the 2016 taxes for the subject site must be paid prior to recording. Please make the above changes and submit your updated recording documents to the Planning Division. Our office hours are Mondays, Tuesdays, Thursdays, and Fridays between 8:00 am and 4:30 pm.
