SW, FILE NO. PLN20140068 Dear Mr. McDuffy: A letter was sent to you on December 29, 2014 requesting additional information for your land use application for a two -lot short plat located at 8409 — 202°d St. SW (File No. PLN20140068). As stated in the December 29th letter, the Engineering Division's preliminary review of your proposal was still pending at the time of that letter. Their review has since been completed, and the Engineering Division has comments that will need to be addressed in addition to the comments provided to you in the December 29`' letter. Thus, please review this updated letter, which includes all comments within the December 291h plus the additional comments from the Engineering Division. Please submit the following items (including a response letter indicating how each item was addressed) at your earliest convenience so that staff can continue processing your application: 1. The addresses submitted with your adjacent property owners' list were not in the proper label format. Please refer to Handout #P2 (enclosed) for reference on how to properly prepare the adjacent property owners' list and provide the addresses on the mailing labels requested on the handout. 2. Under the description of proposed project on the land use application form, the following is stated: "There is one existing single family residence on the site, which will remain." However, the cover letter and preliminary short plat plans indicate that the existing residence is to be removed. It appears that the intention is to remove the existing residence since the proposed property line goes through the existing structure; however, please confirm the plans for the existing residence. 3. The legal description stated within the title report does not match the legal description stated on the preliminary short plat plans. Please explain this discrepancy. 4. Please ask your surveyor to make the following revisions to the preliminary plans: a. Indicate the legal descriptions of proposed Lots 1 and 2. b. Indicate bearings on all proposed lot lines. c. The minimum required lot width for the RS-8 zone is 70 feet, which is measured with a 70-foot diameter circle that must fit within each proposed lot. Please indicate the 70-foot diameter lot width circles within each proposed lot. Page 1 of 2 d. Project Notes #2 and 13 reference the City of Bothell and the Bothell Municipal Code; however, the subject site is within the City of Edmonds. Revise all applicable notes to reflect the jurisdiction in which the site is located and correct any associated code references. e. Project Note #4 states the following: "This property may lie within a landslide area." Based on the topography lines indicated on the preliminary short plat plans, it appears that the subject site is relatively level, and a critical areas waiver was issued for the site under File No. CRA20140104. Please provide additional information related to this note, including an indication of the location and extent of any potential landslide areas. f. Indicate the entire width of the 84 b Ave. W right-of-way adjacent to the subject site (it appears that this right-of-way is wider adjacent to the southern approximate half of the subject site than it is adjacent to the northern approximate half of the site). g. Submit two full-sized and one reduced (11" by 17" or smaller) copy of the updated survey reflecting the above changes and signed by your surveyor. 5. UPDATED COMMENT: Please address all comments provided in the attached memorandum from the JoAnne Zulauf, Engineering Technician, dated January 13, 2015. Please submit the above information (including a response letter indicating how each item was addressed) to the Planning Division as soon as possible so that staff may continue processing your application. Please keep in mind that a complete response to this information request must be received within 90 days or the application will lapse for lack of information (ECDC 20.02.003.D). Thus, your application will expire if the requested information is not received by April 14, 2015. Additional information is requested from the applicant at this time in order to continue review of the application and provide preliminary approval of the short plat. Please ask the applicant to provide a written response to each of the outstanding comments below and revise and resubmit plans accordingly. Please also note, after receiving preliminary short plat approval from the Planning Division, the applicant will be required to submit civil engineering plans to the City for review and approval after receiving preliminary short plat approval from the Planning Division. 1. To receive preliminary short plat approval, plans must address the improvements for both lots. Please revise plans to show all the proposed improvements to the subject property. 2. Please provide a drainage/utility plan showing the proposed improvements for both lot 1 and lot 2. For this plan, please remove the existing structures etc. that are to be removed. This plan should show the outline of all proposed impervious surfaces with the square footage of each area called out. Include on this plan the detention systems, connections from the impervious surfaces to the system, and all rim and invert elevations for the connections. Please include length and size of all pipe to verify slopes. 3. Clearly indicate proposed points of access and the driveway approach for each lot. 4. Show the location of existing and proposed underground utility lines, sanitary sewer systems, water mains, water service lines, and dry utilities adjacent to or within the proposed subdivision for both of the lots. Provide approximate invert elevations for side sewer at house, property line and new connection to main to show feasibility. Call out length and size of all pipe to verify slopes. Thank you.
