Replacement within the existing landscaped planting area is proposed. _.�4 M10=1 1. The Edmonds Gateway Apartments site is located at 8610 240th Street SW and is zoned RM-1.5 (Multi -Family Residential). Parcels to the north and east are zoned similarly and developed with multiple -unit buildings. Parcels to the west and south are zoned single family residential (RS-8) and developed accordingly. 2. Edmonds Gateway was developed in 1988 when the site was in unincorporated Snohomish County. The City of Edmonds annexed the parcel, and general area west of Edmonds Way, in 1995. The City does not have an existing landscaping plan on file for the site but the aerial photograph submitted by the applicant shows the general location of the tree (Attachment 2). 3. Visual inspection indicates that the subject pine tree is dead (Attachment 3). Page 1 of 3 File No. PLN20140069 Administrative Design Review Edmonds Gateway Tree Removal 4. Chapter 20.13 of the Edmonds Community Development Code (ECDC) provides for various types of landscaping and landscape buffering depending on the site. In the particular location where the pine tree is located, Type II landscaping would be appropriate to buffer the multifamily development from the single family residences to the west. Given the amount of existing mature trees and ground covers along the western edge of the site as seen in Attachment 3, a 1:1 replacement of the tree would be appropriate in this case. The applicant has requested replacing the dead pine with a smaller fruit or maple tree — a deciduous tree in that location would be in keeping with the intent of the landscaping code. D. Technical Review The Engineering Division has reviewed the proposal and asked for several conditions to be added to the decision (Attachment 4). Decision Based on the findings, conclusions, and attachments to this report, staff finds that the design review for file number PLN20140069 is APPROVED with the following conditions: 1. This approval is only for the removal of the dead pine tree identified on the site plan (Attachment 2). Removal of any other trees requires separate approval. 2. The replacement tree selected must be planted in the same approximate location as the tree removed. 3. Replanting with native and indigenous species is preferred (see the Washington Native Plant Society's website: http://www.wnps.org/index.html). Replacement deciduous trees must be a minimum 1.5" caliper at installation; evergreens must be a minimum of six feet in height. 4. The pine tree shall be fell onto private property. Vehicles and equipment shall be located on private property. Should it be necessary to use the City right-of-way to perform any of this work then the contractor shall apply for and obtain a right-of-way construction permit in advance of starting work. 6. Contractor/owner is responsible for keeping all debris on site and preventing any silt laden runoff from leaving the site and/or entering the city storm system. 7. Contractor/owner shall repair/replace any damaged sections of curb/gutter, sidewalk or other public improvements in City right-of-way per City standards that is caused by or occurs during the permitted project. 1. We have a dead Pine tree on our property approximately 50-70 ft tall, with very few branches left, that sits near -the west end property line leaning more towards our neighbor's duplexes'. We believe this is a potential safety hazard for all that live near, and around this tree. We have the desire to remove this tree before it becomes any worse. Our intentions are to hire ECOtree service on the date of November 24th 2014 to cut down the tree, grind the stump and remove the wood. We would like to replace it with a small young non -Pine tree type, hopefully a fruit, or Maple type of tree that we can purchase from one of our local nurseries.
