SUBJECT: REQUEST FOR ADDITIONAL INFORMATION FOR CONSOLIDATED LAND
USE APPLICATION FOR PROPOSED PORT RESTROOM FACILITIES
FILE NO. PLN20140070 AND PLN20140071
Dear Mr. McChesney:
Your consolidated land use application for design review and a shoreline substantial development permit
for two new restroom and shower facilities located adjacent to the Port's marina became procedurally
complete pursuant to Edmonds Community Development Code (ECDC) Section 20.02.002 on January
12, 2015. During staff s continued review of your application, however, it was determined that additional
information/clarification is necessary. Please provide responses to the following items at your earliest
convenience so that staff s review of the proposal can continue:
1. Please submit a site plan addressing the comments from JoAnne Zulauf, Engineering Technician,
provided in the attached memorandum dated January 14, 2015. If you have any questions on Ms.
Zulaufs comments, you may contact her at (425) 771-0220 or JoAnne.Zulauf@edmondswa.gov.
In addition to providing the information requested from Ms. Zulauf, please also indicate the
following on the site plan:
a. Indicate the shortest distances from the bulkhead to the proposed buildings in order to show
compliance with setback requirements of the Commercial Waterfront (CW) zone.
b. Indicate all view corridors on the site plan, including the 240-foot wide and 400-foot wide
protected view corridors discussed in your cover letter.
2. The color elevation views indicate a stone base around both restroom facilities; however, this
base is not indicated on the detailed elevation views. Please confirm if you are proposing the
design indicated in the color elevation views with a stone base around the facilities.
3. The proposal will result in the elimination of a few parking stalls associated with the marina.
Please provide a statement addressing the number of parking stalls available for the marina before
and following the proposed project, as the Hearing Examiner will need sufficient information to
determine if enough on -site parking is provided. The on -site parking requirements for marinas
are within ECDC 17.50.020.B.17, which states the following:
Marina: to be determined by the hearing examiner, using information provided by the
applicant, and the following criteria:
a. The type of storage facility (moorage, dry storage, trailer parking) and
intended use (sailboats, fishing boats, leisure boats),
b. The need to accommodate overflow peak parking demand from other uses
accessory to the marina,
c. The availability and use of public transit;
4. Thank you for providing mailing labels for the adjacent property owners' list. If you have this list
available electronically, please email it to me at Jen.Machugagedmondswa.gov. You are not
required to submit the list electronically, but it would be helpful for the mailing if available.
Please submit the above information to the Planning Division as soon as possible so that staff may
continue processing your application. Please keep in mind that a complete response to this information
request must be received within 90 days or the application will lapse for lack of information (ECDC
20.02.003.D). Thus, your application will expire if the requested information is not received by April
16, 2015.

Engineering has reviewed the subject application and found the following information,
corrections, or clarifications are needed to confirm the f easi bi I i ty of the uti I i ty and parking
changes. Please ask the applicant to revise and resubmit plans addressing each of the
comments below.
1. Please submit a site plan encompassing a larger area of the site to provide a more
clarification of the locations of each on the site.
2. To confirm feasibility of the sewer connection, please show one of the options for the
Cheyenne restroom on the plan. Provide the approximate elevations at the building
and at the connection to city main or to an existing system. At civil review the two
options can still be explored, at this time we just need to make sure that at least one of
them will work. Also provide the length of the pipe to confirm the minimum 2% slope
can be achieved.
3. For the Taos restroom, show the existing sewer from the structure to the connection to
the City main.
4. On both plans show the water lines from the structures to the connection at the City
main.
5. On the Cheyenne plan, please show the parking stalls and drive aisles on the site plan.
Please include directional arrows and widths for drive aisles.
6. Show existing utility easements on both plans.
