Salish Pavillion —190 Sunset Ave S
Engineering has reviewed the conditional use and design review applications for the Salish
Pavillion at 190 Sunset Ave S. The information provided is consistent with Title 18 Edmonds
Community Development Code & Engineering standards.
Please place the following comments and conditions of approval on the permit:
• Compliance with Engineering codes and construction standards will be reviewed with the
building permit application for development of the site. At this time the applicant
proposes to construct the new building using pin piles to support a new slab that will be
installed on top of the existing asphalt. As no new impervious surface area is being
proposed, a preliminary stormwater management plan has not been required.
• Approval of the design review phase of the project does not constitute approval of the
improvements as shown on the submitted plans.
• The response letter received from the applicant on March 12, 2015 indicates concurrence
with a traffic impact fee credit relating to 8200sf of shopping center that was demolished
under separate building permit (bld20130200). Per Edmonds Community Development
Code, the credit is only applicable if a structure is rebuilt within 12 months of demolition.
As the building was demolished and permit finaled by the City on November 3, 2014, the
12 month period will end November 2, 2015. Please note, the assessment of traffic impact
fees will occur at the time of building permit issuance.
• With regards to the drive -through lane queue length, the property owner has agreed to
allow certain parking stalls to be designated as "employee only parking". This allows for
the drive -through queue lane to temporarily block said parking stalls during peak hours.
The queuing will occur on private property and therefore it has been determined that a
separate queue analysis will not be required by the City.
