SUBJECT: REQUEST FOR ADDITIONAL INFORMATION FOR ADU APPLICATION
LOCATED AT 18908 OLYMPIC VIEW DR., FILE NO. PLN20150019
Dear Mr. Travers:
Staff has begun review of the land use application you submitted on behalf of David Hellene for a Conditional
Use Permit for an Accessory Dwelling Unit (ADU) located at 18908 Olympic View Drive (File No.
PLN20150019). However, it was found that your application is incomplete. Please submit the following items
at your earliest convenience including a response letter indicating how each item was addressed so that staff
can continue processing your application:
1. The addresses submitted with the adjacent property owners' list were not in the proper label format.
Please refer to Handout #P2 (enclosed) for reference on how to properly prepare the adjacent property
owners' list and provide the addresses on the mailing labels requested on the handout.
2. According to ECDC 20.21.030(C), "In no case shall an accessory dwelling unit be (1) larger than 40
percent of the livable floor area of the principal dwelling, (2) nor more than 800 square feet, (3) nor
have more than two bedrooms; provided, if the accessory dwelling unit is completely located on a
single floor, the planning manager may allow increased size up to 50 percent of the floor area of the
principal dwelling in order to efficiently use all floor area, so long as all other standards set forth in
this chapter are met."
Please submit a written explanation in support of the proposal for the ADU to exceed 800 square feet.
3. It appears that the only exterior changes proposed to the existing residence are the elimination of an
existing sliding door and establishment of two new doors on the western side of the lower floor (as
depicted on Sheet A3). Please confirm whether any additional changes are proposed to the building
exterior.
4. Please make the following corrections to the site plan (Sheet Al):
a. The Snohomish County Assessor lists the following legal description for the subject site: SEC
13 TWP 27 RGE 03RT-14) BEG SE COR GOVT LOT 3 TH W 30 FT TH N 845 FT TO TPB
TH W 140 FT TH N 85 FT TH E 140 FT TH S 85 FT TO TPB. Based on this legal description,
it appears that the subject site is 85 feet by 140 feet, not 90 feet by 140 feet as indicated on the
site plan. Please correct this discrepancy.
b. Indicate the locations of all access points to the main residence as well as to the proposed ADU.
5. The proposal to wall off all connections between the portion of the lower floor that would be accessed
by the main residence from the ADU would prevent future owners of the residence from being able to
use the space within the ADU as part of the main residence instead of using it as a separate dwelling
unit. In order to retain the option for the space within the ADU to be incorporated with the main
residence and to not be used as an ADU in the future, please revise the plans to include a door
between these spaces. This door will need to be fire rated to comply with Building Division

requirements. The owner may choose to keep the door locked for privacy between the ADU and main
residence, but having the door in place will allow for flexibility in future uses of the space within the
ADU.
Please verify all calculations of the livable area of the main residence and proposed ADU. For
example, the area of the basement level is stated as being 1,317 square feet while the area of the ADU
is stated as 891.46 square feet. This would leave 425 square feet of livable area associated with the
main residence on the basement floor; however, the portion of the basement floor to be accessed by
the main residence appears to be much smaller than this. Additionally, it is unclear if the storage
room would be considered livable area. Is the storage space heated? Please revise the square footage
calculations of the principal dwelling as necessary in order to accurately reflect the livable area within
the entire residence as well as within the ADU itself.
7. When printing out the materials for your resubmittal, please include a reduced copy (I 1" by 17" or
smaller) of the site plan and all building plan sheets.
Please submit the above information (including a response letter indicating how each item was addressed) to
the Planning Division as soon as possible so that staff may continue processing your application. Please keep
in mind that a complete response to this information request mast be received within 90 days or the
application will lapse for lack of information (ECDC 20.02.003.D). Thus, your application will expire if the
requested information is not received by August 5, 2015.
