We bought our home in this neighborhood because we love the quiet, the view and the fact the neighborhood consists of single family homes. We do not welcome a change in which our neighboring home could become a rental. Rental homes are not cared for like home-owned houses and often transient, undesirable tenants come and go. Allowing Mr. Hellene to change his home into a rental could set a precedent for other neighbors to do the same. That would directly affect the lifestyle of this neighborhood. My husband and I are very much opposed to having the home at 19808 Olympic View drive to be able to add an Accessory Dwelling Unit with the potential for renters living right next door. We do not feel like there has been sufficient warning that this accessory dwelling is going to be built. Our address is 18910 Olympic View Drive. We live directly below Mr. Hellene and are most likely to be impacted by any renters renting his ADU both from a noise standpoint as well as any additional cars on our access road. It is common when they can't find a place to park, they come down to my driveway to turn around, and then end up parking on the street in front of Mr. Hellene's new residence. This creates a very dangerous situation for anyone leaving our access road to turn onto Olympic View Drive because it is impossible to see any cars coming down Olympic View drive from the North if a car is parked on the sidewalk. During the time he has been working on his house, there have been vehicles on the sidewalk as well as partially blocking our access road numerous times. Our access road is very narrow and only one car can be entering or leaving at a time. There are ten (10) vehicles not including Mr. Hellene's vehicles that use the access road on a daily basis (his neighbors living next to and below his house). I was one of 10 neighbors signing a petition in regards to Mr. Hellene's request for an ADU so he can rent out one floor of his residence. Those signing the petition were all homeowners. Each gave their name, their address, their signature, and their desire that he not be granted the ability to bring renters into our neighborhood. One of our neighbors called and talked with you (Jen) and was told the petition would not be recognized and if any of the homeowners wanted to appeal the decision, they couldn't because they would not be on record as having opposed the decision. Individual letters would be recognized he was told. It was also stated that it was mostly a "done deal" that the request would be approved since he has obtained all of the correct permits as he remodeled his home. It is hard to understand how a single neighbor can override the objections of EVERY neighbor in terms of creating a rental in our neighborhood and yet we the neighbors are told there is a "comment period" where we can make our feelings known. Not stated, is the decision has already been made and all comments will be ignored since he has obtained the necessary permits. IT MAKES NO SENSE TO HAVE A COMMENT PERIOD AFTERTHE NEIGHBOR HAS OBTAINED THE PERMITS IF IN FACT THE COMMENTS WILL BE GIVEN CONSIDERATION. I did call to speak with you, and was transferred to your voicemail. I left my name, my number, and what I was calling about. I never received a call back. My neighbor told me he had reached you and what had been discussed. Basically, don't waste your time, it's a done deal. I have experienced renters before, and it has never been a beneficial experience. They have a different mindset than homeowners do. It is on record with the Edmonds police department that my garage was broken into by the nephew of a renter across from my house who stole many of my tools. He also stole guns from the house beside where he was staying. It is wrong to be told that we have no recourse to a new neighbor moving into the neighborhood and bringing renters that every existing neighbor opposes. The petition showed our unity on the subject. We were told it was unacceptable. If the statutes say "this is legal and how homeowners will be treated in Edmonds", then a BAD law needs to be changed. No one wants to be told "you have no ability to protect your own neighborhood according to the law". We strongly protest what is happening to us. We hadn't checked our messages for today. It seems to me that there are so many things that don't make any sense in the permitting process BEFORE the comments from the neighbors, and calling it an "Accessory Dwelling Unit" which are terms that none of the neighbors have ever heard of. Not one person had any idea that it allowed bringing renters into the neighborhood. Mr. Hellene never talked to any of us about what he was going to do. We were 100% in agreement that we didn't want to bring renters into our neighborhood. The entire process seems to beunderhanded when the terminology used is confusing to the average person, (not one person knew what was being asked for), when the comment period is AFTER the permitting process and we're told it is pretty much a done deal since the applicant has gotten all of the proper permits, and mum is the word during the permitting process so none of the neighbors know the improvements are being made to bring in renters, not just to upgrade the property. As you can tell, this appears to all of us that we are being force fed "you're going to get renters whether you like it or not", and that's a really bad feeling when you're talking about where we live. I realize these are not "your" rules, but you are the contact person and we're trying our best to let it be known that it is a very sensitive issue to all of us and it seems that the deck is stacked against us, even though we are 100% in agreement against the renters. Staff addresses comments received on an application within the written decision (staff report) and analyses any issues raised in the public comment letters against the code in order to determine whether the proposal is consistent with the applicable code requirements. To date, a permit has not been issued for the proposed Accessory Dwelling Unit. Thus, the subject proposal is not a “done deal” and still needs to go through the permit review process. I called the city was was told that they were making some changes to their basement. My question was "why do they need a permit to make changes to their basement?" I believe I would have had a different response had she told me that they were going to make it a rental? I don't recall the words "Accessory Dwelling" I did sign the petition as the parking on this street is very bad. In fact, I believe that my house at 18927 OVD has the only ample parking and I have had trouble in the past with people across the street from me using my parking places when they were visiting and staying overnight. I have left notes on cars, asking them not to park here, unless they check with me first. I object to a rental across the street from my home as this is a single family neighborhood as I understand the rules...A family member such as a mother in law or child.or...family ..?. Please countus among those who doNOT wish to have an ADU in our neighborhood. Wehave nothing against renters, having beenlandlords ourselves, but Olympic View Drive is a very narrow road, and allowing this to go through will set a precedent for more ADUs to be constructed,adding more people and cars to the traffic problems that already exist. We live on a one lane access road and already have difficulty with ingress and egress from and onto Olympic View Drive. There arecurrently several vehicles parked at the Hellene property, sometimes blocking access to our mailbox and the entrance to our road, and we don't wish to see this become a problem.
