PLN20150048 Dear Mr. Dickerson: The Planning and Engineering Divisions have reviewed the above draft recording documents, and it was found that the following information, corrections, or clarifications will need to be addressed before review can continue: Note that the City cannot sign off on the final recording documents until the civil plans are issued and a performance bond is posted for the required short subdivision improvements or the improvements are completed and the final inspection is conducted approving the civil improvement construction. 2. Revise the first line of the Owner's Declaration and Dedication section as follows: "Know all persons by these presents that the undersigned, having an interest in the real property described by this declaration, do hereby declare the herein described division of land, approved as short plat number PLN20150048 by the City of Edmonds, as their free and voluntary act and deed in accordance with their desires" 3. Survey lot closures are required and must show tolerances. 4. Please add a note to the face of the plat map showing the addresses that have been assigned to each lot: Lot 1 remains 21900 Highway 99, Lot 2: 21940 Highway 99. 5. Please show public water, sewer, and storm utility easements on the lots. As such, add notes describing any and all easements that are referenced in the title report. 6. An easement to the City of Edmonds for inspection of the stormwater management system shall be provided and shown on the recording documents. The easement language should read: "A permanent access easement is hereby granted to the City of Edmonds for access and inspection of any and all areas within Lot 1 And 2 of this short plat that may now, or in the future, contain any stormwater management facilities and/or system(s), including all appurtenances therefore and thereto. Said access easement shall be for inspection purposes Page 1 of 2 to ensure that stormwater facilities and/or system(s) are properly operated and maintained in accordance with City of Edmonds Code." 7. Provide Easement and Maintenance Provisions: a. Private stormwater easement to benefit Lot 2 for the shared portion of stormwater (from the point of connection of lot 2 to the outfall). b. Private water easement to benefit Lot 2 for the services crossing the entrance off 2201n c. Include an easement maintenance provision for the nonexclusive easement for access. Note that all signatures on the final documents must be made in black ink. It is suggested, however, that you submit the revised recording documents to staff for a second review prior to obtaining all required signatures. 9. All pages of the final recording documents must comply with the Snohomish County Auditor's recording requirements, which are available for your reference via the following link: http://wwwl.co.snohomish.wa.us/Departments/Auditor/Divisions/Recordigg/. It appears that the draft recording documents may not meet all of the recording requirements. It is the applicant's responsibility to ensure compliance with the Auditor's recording requirements in order to avoid issues at the time of recording. 10. Note that Snohomish County requires that all of the taxes for the subject site be paid prior to recording. Please make the above changes and submit your updated recording documents to the Planning Division. Our office hours are Mondays, Tuesdays, Thursdays, and Fridays between 8:00 am and 4:30 pm.
