There is a hearing on February 11th regarding the Conditional Use Permit (CUP) applied for by Veterinary Cancer Specialty Care. I live and work in Edmonds. I own Scratch Distillery by the waterfront. I also live about 4Ji Geks from the proposed location. I live at 9205 Park Rd. I think that this type of business would be great for our community. As a homeowner, Veterinary Cancer Specialty Care would be great for our neighborhood. We all have pets. Business hours for primary care veterinarians are limited and many of us travel to Lake City or the East boundary of Lynnwood after hours for urgent pet problems. I am very interested in having the possibility of 24 hour emergency care nearby. I have no concern for noise, light, or traffic. Traffic would be much worse with the previous gym there with the new roundabout- that would be a problem at peak traffic times. With this business type- it should be a mild steady flow of traffic, and obviously still slow at late night. Lights are part of living in a suburban community- not a concern. Our neighborhood probably has way more barking dogs from US than what we could ever hear from any veterinary care facility! As a business owner, I look forward to another business that provides new jobs in Edmonds. I think that the specialty care veterinary business will have pet -owners coming from the peninsula on the ferry, and others from around Western Washington. The "Five Corners" area needs a business to improve the health of all the businesses in that area. It will help all of the restaurants, convenience store, laundry, and the coffee shop. The improvement of the "Five Corners" roundabout area with a new and vital business helps any other business in the vicinity. The fact that it is open 24/7 is a positive aspect that increases use of the small business district at the roundabout, at the off-peak times for these businesses. I believe that the staff of this business and the clients that may be waiting for results or care for their pet can walk for a coffee, a meal, or to the convenience store in that area. As a homeowner nearby, I also hope that Veterinary Cancer Specialty Care will be allowed to exist at 8401 Main Street. Most of the people that I know in my neighborhood have feline or canine family members, and are very interested in having the possibility of 24 hour emergency care available in our neighborhood for our pets. This is an animal care facility- I have no concern for noise from vehicles or animals. The nature of a 24/7 business, at least for a professional type of business, is a steady, mild pace of traffic and usage in the area. In fact I think that some of the past examples of use for this building would now represent a much greater problem for traffic in the area. For example the grocery store where you would congest the traffic circle outflow with heavy traffic in and out of that parking lot at 8401 Main Street, all at 4:00-6:00 after people get out of work. Any lighting that is on after 10:00 pm is no more concerning than the streetlights being kept on. We live in a City. Please approve the Conditional Use Permit applied for by Veterinary Cancer Specialty Care. We need this business in this area. First, I am involved in the real estate business, having been a broker in the area for 27 years. However, I am writing primarily as a neighbor, living three lots north of the subject site on Woodlake Drive. My family uses the improved intersection roundabout approximately 16 times per day. The City has spent over $2,000,000 to improve the intersection in both function and form. The street improvements work wonderfully and the aesthetic improvements indicate that the City of Edmonds is committed to the long term beautification of this gateway thoroughfare. Additionally the BN zoning overlay allowing structures up to four storeys indicates the long term wishes of the City. I am concerned that the use of the current building as a 24 hour per day, seven day a week facility would be odd for the neighborhood. It is a needed use, but not the proper use for the area. A hospital is more of a regional use. More so, the proposed use absolutely does not fit with City's plans under the zoning language. It would be far from the highest and best use for the property. Using the existing footprint of the building and adding a refreshed fagade to the existing structure would make this a terribly underutilized parcel of prime real estate. I urge the City of Edmonds to reject the Conditional Use Permit and encourage the development in stride with the existing zoning. My hope is the property would be developed as a mixed -use structure whereby the increase in density and pedestrian traffic would fit beautifully with the City's plans. Thank you. However, I can tell you on the occasion of a barking dog we move rapidly to determine the cause and alleviate the patients discomfort. The flow of emergency patients is unpredictable, however, my experience has been there is not a steady flow of animals being admitted 24/7. Based on my previous experience emergency admittance between the hours of 11:00 pm and 6:00 am peak after 7pm to midnight and then again at 5:00 am consistent with individuals work schedules. Average admittance is 1 to 6 patients per night, based on my past experience. According to the Edmonds City Code, chapter 5.30 " Noise Abatement and Control" the maximum permissible sound level is 60 decibels (dB"A") at the receiving property for areas zoned BN for business. This is the zoning for the property at 8401 Main Street. We are familiar with the City Code and requirements associated with noise limits and will be in compliance.
