Dear Mr. and Mrs. Kays:
Your land use application for a three lot subdivision located at8705 Maplewood Lane (File No.
PLN20160006) is considered complete pursuant to Edmonds Community Development Code
(ECDC) 20.02.002. Within the next two weeks I will be notifying your neighbors and the
general public, through postings and legal notice in the paper, of your request to subdivide your
property. The public and your neighbors will be afforded a two week comment period. Once the
comment period is completed, I will continue my review of your application.
Please note, however, that although it has been determined that the application meets the
procedural submission requirements and is therefore complete, additional information is still
needed for city staff to continue with review of the application. Please see the attached memo
from the Engineering Division dated June 8, 2016. This information and any other information
requests from city staff will need to be submitted prior to staff completing its review of your
subdivision application.

The comments provided below are based upon review of the preliminary civil plans &
documents for the subject short plat. Additional information is requested from the applicant
at this time in order to continue review of the application and provide preliminary approval of
the short plat. Please ask the applicant to provide a written response to each of the
outstanding comments below and revise and resubmit plans accordingly.
Please also note, after receiving preliminary short plat approval from the Planning Division,
the applicant will be required to submit civil engineering plans to the City for review and
approval after receiving preliminary short plat approval from the Planning Division.

1. Site categorization is incorrectly noted as a Small Site Category 1. A project is
defined in ECDC 18.30 (and the 2005 Stormwater Manual) as "that portion of a property,
properties, or right-of-way subject to land -disturbing activities, new impervious surfaces,
or replaced impervious surfaces. If the project is part of a common development plan or
sale the disturbed area of the entire plan shall be used in determining permit
requirements." Therefore the impervious surface for the project would include both lots
and the area of the road widening. This project exceeds 5,000 sf of disturbed area and
new impervious so the project would correctly be categorized as a Small Site Category 2.
All mitigation systems for this project must be sized under Category 2 requirements.
2. The impervious surface of the additional roadway mitigation was not addressed in
this submittal. There are two options to mitigating this runoff.
a. Add a mitigation system at the lowest elevation and use berms or some other
method to direct the runoff.
b. Probably the least difficult option, collect runoff from an equal amount of
impervious surface on the existing lot to provide essentially a swap the collection area.
City of Edmonds
Dispersion techniques may be an option to explore, 2005 DOE Manual Chapter V
section 5.3.
3. Please add the road widening impervious surface amount under "Proposed Plat
Surfaces"
Original Comment: Determine site categorization per the Engineering Handout E72, then
design rain gardens for the estimated impervious surface for each lot. A scaled rain garden or
other stormwater bmp must be shown on the plans to determine if location and sizing are
feasible.
