Pursuant to Edmonds Community Development Code (ECDC) Section 20.02.002, the application has been determined to meet the procedural submission requirements and therefore is complete; please accept this letter as the City's completeness notice in accordance with ECDC 20.02.003. However, while the application is technically complete, clarification is requested. Please respond to each of the comments in a cover letter and by providing updated plan sheets or other materials, as appropriate. It is noted that there will be some minor layout and roof pitch changes that will also be part of the resubmittal based on 50% design. 1. Sheet CUP-002. Please update the 'Legal Description'. 2. Monument sign. On Sheet CUP-002, the proposed strategy under the 'Signage' heading should reference the fact that governmental signs are exempt from the requirements of the sign chapter per ECDC 20.60.095.A, except that the dimensional and placement standards of the BN zone would apply per ECDC 20.60.025.B.4. The maximum area for a freestanding sign in the BN zone is 24 sf while the maximum height is 14 feet. Up to an additional 12 sf of area could be obtained through design review by the ADB per ECDC 20.60.015.13. If additional area is not being requested, please add a note on Sheets A-101 and E- 101 that the sign is subject to separate building permit to clarify that it is not in the scope of the subject design review. 3. Light poles, backstops, and similar structures. A number of luminaires are proposed for the parking lot area as shown on Sheet E-102. It is assumed that at least some of these would be pole -mounted. These features could be a maximum of 25 feet in height, unless otherwise approved. If additional height was needed, these features could be added to the associated conditional use permit for height for the school (PLN20160029) and then be up to 35 feet in height per ECDC 17.100.050.1. If height above 35 feet was envisioned, a variance would be required. Similarly, several potential covered structures and backstops are shown on Sheets A- 101 and L-101. Would those be under separate permit? If so, please note that on the plans. The same height requirements described above would apply. It is also noted that a flag pole was not shown. Please indicate where that would be located on Sheet A-101 or L-101 as appropriate. Is that to be under separate permit? The same height requirements described above would apply. Please provide an elevation drawing showing the height of the proposed light poles, flag pole, softball backstops, and covered play areas, as appropriate, or note that they will be under separate permit. 4. Geotechnical report. It was noted in the associated wetland delineation report that Shannon & Wilson will also be handling geotechnical work. Please submit a preliminary geotechnical report for the project prepared in accordance with ECDC 23.80. 5. Other staff comments. Please address the enclosed comments from the Engineering Division and Fire District #1. The Building Division noted that there are ongoing discussions regarding the project relative to the updated building code. The City will proceed with the public notice portion of the project as required by Chapter 20.03 ECDC. Please be aware that a complete response to this information request must be received within 90 days or the application will lapse for lack of information (ECDC 20.02.003.D).
