PROJECT PROPOSAL Industry Sign & Graphics has submitted a land use application on behalf of Edmonds Medical Building Associates for review by the Architectural Design Board (ADB) of a request for additional wall sign area for The Everett Clinic located at 21401 — 72"d Ave. W. The subject site is located within the General Commercial, CG2, zone. Edmonds Community Development Code (ECDC) Section 20.60.025.A.2 notes that businesses within the CG zone choosing not to erect a freestanding sign may use up to 50 percent of their allowable freestanding sign area for additional attached sign area. Use of the additional area shall be subject to the review of the ADB. The Everett Clinic recently re -faced three existing wall signs that were permitted in 2012 when the building had been occupied by a previous tenant, Premier Orthopedic Group. According to the building permit for the three existing wall signs (BLD20120396), the cumulative total of these three existing wall signs is 196 square feet, which is equivalent to the maximum allowed sign area for the site. The new tenant, The Everett Clinic, wishes to expand these signs by adding three "open" signs adjacent to the existing wall signs. The site does not have an existing freestanding sign. The following represents staffs findings of fact, analysis, conclusions, and recommendation on the project. II. FINDINGS & CONCLUSIONS A. General Information: Owner: The Everett Clinic Applicant: Edmonds Medical Building Associates Applicant's Agent: Lorielle Crafton, Industry Sign & Graphics Location: 21401 — 72°d Ave. W, Edmonds Tax Parcel Number: 00580700002208 Zoning: The site is located within the General Commercial, CG2, zone, subject to ECDC Chapter 16.60. Process: ECDC Section 20.60.025.A.2 specifies that businesses choosing not to erect a freestanding sign may use up to 50 percent of their allowable freestanding sign area for additional attached sign area. Use of the additional area shall be subject to the review of the Architectural Design Board (ADB). B. Natural Environment: Topography: The subject site is relatively level. Critical Areas: The proposed signage is wall -mounted, which is not subject to critical areas review. SEPA Review: Signage applications are exempt from SEPA review. C. Neighborhood Characteristics: Refer to Attachment 1 for a Zoning and Vicinity Map. The subject site is located within the General Commercial, CG2, zone. The surrounding properties to the north, east, and south are also located within the CG2 zone. The properties to the west across 72nd Ave. W are located within the Multi -Family Residential, RM-1.5, zone. The subject site is surrounded by commercial development. D. Technical Review Committee: The subject application was reviewed by the Engineering Division of the Public Works Department as well as Snohomish County Fire District No. 1. Neither of the reviewers had comments related to the ADB's review of the proposal for additional wall sign area (Attachments 7 and 8). Upon submittal, the associated building permit application will be routed to all applicable reviewing divisions/departments, and additional comments may be provided by the other reviewers at that time. E. Public Notice: No notice is required for ADB sign permit reviews, and no public comments have been received to date. The Everett Clinic Additional Sign Area Request PLN20170003 Page 2 of 4 F. Comprehensive Plan: The subject site is located within the Highway 99 Corridor designation and Medical/Highway 99 Activity Center overlay of the Comprehensive Plan. Nothing in the subject proposal appears to be in conflict with the goals and policies of the Comprehensive Plan. G. ECDC Chapter 20.60 — Sign Code: 1. Sign_Type: The Everett Clinic is proposing to install three wall signs stating "Walk-in Clinic Open," each of which would be six square feet in size and located directly adjacent to the three existing wall signs. The proposed wall signs are a permitted sign type in the Highway 99 area pursuant to ECDC 20.60.020.M. 2. Sign Number: According to ECDC 20.60.025.A.4, the maximum number of permitted permanent signs is three per site for sites containing a single tenant. There are three existing wall signs located on the western, southern, and eastern building fagades. By locating the proposed "Walk-in Clinic Open" signs directly adjacent to each of the existing signs, they can be considered part of the main wall signs. Thus, the site will continue to have three wall signs even with the addition of the "Walk-in Clinic Open" signs. 3. Sign Illumination: The signs are proposed to be internally illuminated, which is a permitted method of illumination for signs within the Highway 99 area pursuant to ECDC 20.60.020.M. 4. Sign Area Per Fagade: Wall signs within the CG zones are permitted a maximum sign area of one square foot per lineal foot of attached wall pursuant to ECDC 20.60.030.A. According to the site plan from the building permit for the existing building (BLD20110815), the western and eastern building fagades are each 196 feet in length, and the southern facade is 143 feet in length (Attachment 5). Even with the addition of 8 square feet of sign area per existing wall sign, the sign area on each facade will be well below one square foot per lineal foot of each facade. 5. Total Sign Area for Site: ECDC 20.60.025.A.2 limits the maximum total wall sign area for uses within the CG zones at one square foot of sign area for each lineal foot of building frontage along a public street and/or along a side of the building containing the primary public entrance to a maximum of 200 square feet. The western buildin,§ facade of the subject building is the only side of the building facing a public street (72° Ave. W) and is also the only side of the building containing a public entrance. Thus, the total sign area allowed for wall signs on this site is equivalent to the length of the western building facade, which is 196 square feet (Attachment 5). The existing signage is at this maximum per the building permit obtained in 2012 for the existing signage (BLD20120396); however, ECDC 20.60.025.A.2 allows for business choosing not to erect a freestanding sign to use up to 50 percent of their allowable freestanding sign area for additional attached sign area. Use of this additional area shall be subject to the review of the Architectural Design Board; however, no specific criteria related to this exception are provided within the sign code. The subject site does not contain a freestanding sign, and The Everett Clinic has indicated that they do not intend to add a freestanding sign to the site (Attachment 3). Pursuant to ECDC 20.60.045.B, the maximum freestanding sign area for properties within the CG zones is 56 square feet or one-half square foot of sign area for each lineal foot of street frontage, whichever is greater, up to a maximum of 160 square feet of The Everett Clinic Additional Sign Area Request PLN20170003 Page 3 of 4 freestanding sign area. The subject site has 206 feet of street frontage (Attachment 5), which would allow for a 103 square foot freestanding sign. The three proposed signs are each 6 square feet for a total of 18 square feet of proposed additional wall sign area, which is well below 50% of the allowed freestanding sign area for the subject site. If the subject proposal for additional sign area is approved by the ADB, the total sign area for the site will be in compliance with the provisions of ECDC 20.60.025.A.2. 6. Sian Height: Pursuant to ECDC 20.60.030.13, the maximum height for a wall sign in the CG zones is 14 feet or the height of the face of the building on which the sign is located. The proposed signs are indicated as being positioned below the tops of each of the building fagades on which they are to be located, which is compliant with the sign height requirement. III. RECOMMENDATION Based on the findings, analysis, conclusions, and attachments to this report, staff recommends that the Architectural Design Board APPROVE the proposal under File No. PLN20170003 with conditions as stated in the following recommended motion: THE ARCHITECTURAL DESIGN BOARD ADOPTS THE FINDINGS, CONCLUSIONS AND ANALYSIS OF THE STAFF REPORT AND APPROVES THE PROPOSAL FOR ADDITIONAL WALL SIGN AREA WITH THE FOLLOWING CONDITION: 1. THE APPLICANT MUST APPLY FOR AND OBTAIN ALL NECESSARY PERMITS. THIS APPLICATION IS SUBJECT TO THE REQUIREMENTS IN THE EDMONDS COMMUNITY DEVELOPMENT CODE. The current CG zone is allowed a maximum total freestanding sign area of 56 square feet and since The Everett Clinic is not erecting a freestanding sign we would like to propose using less than that 50 percent allowable freestanding sign area to add (3) small wall mounted "open" signs on location totaling 18 square feet. The current (3) wall mounted building signs have taken up the total allowable amount of sign area for the building so that is why we would like to see if, since we are not adding that freestanding sign we can get this additional 18 square feet of signage for the building.
