During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit three (3) sets of revised
plans/documents with a written response to each of the items below to an engineering technician.
Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.
City of Edmonds handouts, standard details and development code can be referenced on the City
website.

GENERAL
1. May 4, 2018 — Thank you for providing a cost estimate. In a cursory review of the
estimate, it appears to be complete. Final review of the estimate will be completed with the
next plan submittal.
2/7/2018 comment - Please provide an itemized engineers cost estimate for both on -site and off -
site (right-of-way) improvements, including all utilities and traffic control. Use the King
County Site Improvement Bond Quantity Worksheet and utilize the "write-in" sections where
appropriate.
• A bond is required to be placed for all erosion control measures and right-of-way
improvements.
If you intend to post a bond in order to record the subdivision and ahead of constructing the
required improvements, the bond amount shall be based on the entire scope of the project.
The amount of the bond will be based on 120% of the City approved estimate. The City will
inform you of the appropriate bond amount after review of the cost estimate. Please obtain
the appropriate subdivision improvement bond forms from the City — available on the City
website.
• Inspection fees for this project will be calculated at 3.3% of the 100% City approved
estimate for all improvements.
2. May 4, 2018 — Comment was partially addressed. Thank you for adding the requested
note to the plans. Please submit a right-of-way permit application.
2/7/2018 comment - Please add a note to plans stating "A separate right-of-way construction
permit is required for all work within the city right-of-way." Please note, a ROW permit
application with contractor's signature shall be provided to the city prior to issuance of civil
construction plans.
3. May 4, 2018 — Comment acknowledged. Response comments states a copy of the approved
water plans will be provided to the City upon receipt from the District.
2/7/2018 comment - Olympic View Water and Sewer District shall have their own approval
block on pages specific to their review and approval. The applicant will be required to obtain
signatures of approval from OVWSD on civil plans sheets pertinent to OVWSD utilities and
submit copies of signed plan sheets to the City prior to civil plan approval by the City.

lane shall remain open at the end of each day". The improvements on the south side of the
road are such that entire re -opening of the road should be feasible at the end of each day.
Lane closures/partial road closure through the night will not be permitted. Please revise
note to be more general and state "travel lane" or "road" instead of "at least one travel
lane".

shall be placed as needed throughout construction, but travel lane shall be open at the end of the

SHEET C4.3 — CURB DETAILS
1. May 4, 2018 — It appears that with the proposed elevations stormwater flows will end up in
a low spot near the intersection of 13th Way SW and the private road running north and
south (elevation 280.34). According to City GIS maps there is no storm system at this end
of the roadway. Please revise design or provide additional information indicating ponding
will not be created.
SHEET C6.0 — SEWER PLAN
May 4, 2018 — Sewer system has been substantially revised. New comments are as follows:
1. The existing sanitary sewer system is shown to be abandoned through the site. Please
revise plans to show the portion of the sewer that runs between the two existing homes to
the east of the project as remaining to the extent it serves the existing homes. At a
minimum, a cleanout will need to be installed at the end of the existing run of pipe. The
City would allow this to occur at the west edge of the existing easement so there is minimal
disruption to landscaping, etc. with the existing homes. If it is determined the existing
homes do not connect to this pipe run then the entire run can be abandoned and plans will
need to show the line being plugged at the sewer manhole.
2. Please confirm the number of homes that will be connected to the proposed 6" sewer
lateral.
3. Connection of the existing stub to the west of the project site has been called out, with a
note on C6.1 that the location is approximate and shall be verified by the contractor. As
location and elevation of this existing stub could impact the overall sewer layout and
slopes, please add a note to the plans that states that potholing this stub to confirm location

and elevation is consistent with the approved plans is the first task to be completed in
constructing the proposed sewer.
4. Sewer stubs shall be marked with 2x4 post at each cleanout. Please add note to plans.

water) can be achieved. In addition, water service line stubs shall be marked with 2x4 post

13. C4.2: It is not clear that the curb profile maintains positive flow at the minimum 1 %
needed for asphalt. The typical section suggests that the curb line will be super
elevated at 2%, in which case the curb line profile should be uniformly above the
saw cut profile between the end of the curb return and the curb transition angle
point; this does not appear to be reflected in the profile. Update profile, grading,
and/or typical section as needed to reflect proposed conditions and ensure positive
drainage.
Update: Okay, except that the gutter pan on detail TR-520 on C4.3 still shows
standard gutter sloping; add notes or update detail as needed to avoid conflicting
information on gutter sloping.
