Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to an engineering technician. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details and development code can be referenced on the City website. Comments 1 — February 7, 2018 Comments 2 — May 4, 2018 GENERAL 1. May 4, 2018 — Thank you for providing a cost estimate. In a cursory review of the estimate, it appears to be complete. Final review of the estimate will be completed with the next plan submittal. 2/7/2018 comment - Please provide an itemized engineers cost estimate for both on -site and off - site (right-of-way) improvements, including all utilities and traffic control. Use the King County Site Improvement Bond Quantity Worksheet and utilize the "write-in" sections where appropriate. • A bond is required to be placed for all erosion control measures and right-of-way improvements. If you intend to post a bond in order to record the subdivision and ahead of constructing the required improvements, the bond amount shall be based on the entire scope of the project. The amount of the bond will be based on 120% of the City approved estimate. The City will inform you of the appropriate bond amount after review of the cost estimate. Please obtain the appropriate subdivision improvement bond forms from the City — available on the City website. • Inspection fees for this project will be calculated at 3.3% of the 100% City approved estimate for all improvements. 2. May 4, 2018 — Comment was partially addressed. Thank you for adding the requested note to the plans. Please submit a right-of-way permit application. 2/7/2018 comment - Please add a note to plans stating "A separate right-of-way construction permit is required for all work within the city right-of-way." Please note, a ROW permit application with contractor's signature shall be provided to the city prior to issuance of civil construction plans. 3. May 4, 2018 — Comment acknowledged. Response comments states a copy of the approved water plans will be provided to the City upon receipt from the District. 2/7/2018 comment - Olympic View Water and Sewer District shall have their own approval block on pages specific to their review and approval. The applicant will be required to obtain signatures of approval from OVWSD on civil plans sheets pertinent to OVWSD utilities and submit copies of signed plan sheets to the City prior to civil plan approval by the City. 4. ok 5. ok Sheet C1.0 — TITLE SHEET 1. ok 2. ok Sheet C1.1— GENERAL NOTES 1. ok 2. ok Sheet C3.0 — TESC PLAN 1. ok 2. ok 3. ok 4. ok 5. ok 6. ok 7. ok 8. May 4, 2018 — Comment was addressed with note on plans that states "at least one travel lane shall remain open at the end of each day". The improvements on the south side of the road are such that entire re -opening of the road should be feasible at the end of each day. Lane closures/partial road closure through the night will not be permitted. Please revise note to be more general and state "travel lane" or "road" instead of "at least one travel lane". 2/7/2018 comment - Channelization marker tubes have been shown. Add note that markers shall be placed as needed throughout construction, but travel lane shall be open at the end of the day. 9. ok 10. ok SHEET C4.0 — SITE PLAN Page 2 of 4 1. ok 2. ok 3. ok 4. ok 5. ok 6. ok 7. ok 8. ok 9. ok 10. ok I I. May 4, 2018 — Thank you for providing a curb detail on Sheet C4.3. See comment under Sheet C4.3 below. 2/7/2018 comment - Stonnwater flows in the gutter are shown to flow both east and west on 131h Way SW. Where will the water flow to if directed to the west on 13thq 2. ok SHEET C4.3 — CURB DETAILS 1. May 4, 2018 — It appears that with the proposed elevations stormwater flows will end up in a low spot near the intersection of 13th Way SW and the private road running north and south (elevation 280.34). According to City GIS maps there is no storm system at this end of the roadway. Please revise design or provide additional information indicating ponding will not be created. SHEET C6.0 — SEWER PLAN May 4, 2018 — Sewer system has been substantially revised. New comments are as follows: 1. The existing sanitary sewer system is shown to be abandoned through the site. Please revise plans to show the portion of the sewer that runs between the two existing homes to the east of the project as remaining to the extent it serves the existing homes. At a minimum, a cleanout will need to be installed at the end of the existing run of pipe. The City would allow this to occur at the west edge of the existing easement so there is minimal disruption to landscaping, etc. with the existing homes. If it is determined the existing homes do not connect to this pipe run then the entire run can be abandoned and plans will need to show the line being plugged at the sewer manhole. 2. Please confirm the number of homes that will be connected to the proposed 6" sewer lateral. 3. Connection of the existing stub to the west of the project site has been called out, with a note on C6.1 that the location is approximate and shall be verified by the contractor. As location and elevation of this existing stub could impact the overall sewer layout and slopes, please add a note to the plans that states that potholing this stub to confirm location Page 3 of 4 and elevation is consistent with the approved plans is the first task to be completed in constructing the proposed sewer. 4. Sewer stubs shall be marked with 2x4 post at each cleanout. Please add note to plans. 1. 2/7/2018 comment — see new comments above. 2. ok 3. ok 4. May 4, 2018 — Response letter states sewer pipe material has been added to the plans, but I am unable to locate the note. Please inform of where note is or revise plans to include if the information was not provided. 2/7/2018 comment - Callout sewer pipe material. 5. May 4, 2018 — Callout for 12" CI lamphole cover has not been added to plans. Please include City standard detail SS-200 in the plan set. Please see attached detail. In addition, please show sewer cleanouts for Lots 1 and 5 on the ROW side of the property line. 2/7/20108 comment - 6" cleanout required at the property line with 12" lamphole cover with 1/z" hexbolts. 6. May 4, 2018 — Please include City standard details SS-202 (New Sewer Lateral) and GU- 421 (Type I MH), attached to these comments. SHEET CX.0 — WATER PLAN (OVWSD) 1. May 4, 2018 — Individual water service lines will need to be stubbed to each property and shown on the civil plans. Please revise as needed and show 10-ft horizontal separation from sanitary sewer or 5-ft horizontal separation if 18" vertical separation (sewer below water) can be achieved. In addition, water service line stubs shall be marked with 2x4 post on each property. Please add note to plans. 2/7/2018 comment - Please provide water plan sheet so utility information can be reviewed against other utilities to identify potential conflicts. 3. May 4, 2018 - comment acknowledged. 2/7/2018 comment - Once plan has been approved by OVWSD, please provide a signed copy to the City for incorporation into the civil plan set. 4. ok 5. ok 6. ok STORMWATER ENGINEER REVIEW 5/4/2018 — Refer to attached comments 2/7/2018 - Refer to attached plan review comments by City Stormwater Engineer, Zachary Richardson. Previous Comments: 1. No further comment 2. No further comment 3. Drainage Report: CSWPP: b. Expand CSWPP element #13 to describe and specify protection of LID areas and update plans to match; no protection appears to have been called out currently. Update: On C3.0, show and callout construction/protective fencing around the infiltration area. 4. No further comment. 5. No further comment. 6. No further comment. 7. Drainage Report: It appears that the top of infiltration facility is higher than the invert of the water quality filter and therefore the infiltration facility may occasionally backwater the filter system; add text to section 6 and/or 7 addressing impacts, if any, from this condition and/or update plans to avoid this condition.' Update: Okay, except elevations for infiltration system on C4.1 do not match elevation on the storm chamber detail on C5.2; update as needed for consistency. 8. No further comment 9. No further comment Page 1 of 2 10. No further comment 11. No further comment at this time; drainage easement for infiltration system must be verified by City prior to recording plat map. 12. No further comment 13. C4.2: It is not clear that the curb profile maintains positive flow at the minimum 1 % needed for asphalt. The typical section suggests that the curb line will be super elevated at 2%, in which case the curb line profile should be uniformly above the saw cut profile between the end of the curb return and the curb transition angle point; this does not appear to be reflected in the profile. Update profile, grading, and/or typical section as needed to reflect proposed conditions and ensure positive drainage. Update: Okay, except that the gutter pan on detail TR-520 on C4.3 still shows standard gutter sloping; add notes or update detail as needed to avoid conflicting information on gutter sloping. 14. No further comment New Comments: 15.On C4.1 show/identify limits of disturbed areas to receive treatment per BMP T5.13 (amended soils) and provide details/specification (depth of soils, amount/depth of tilling, organic content, materials type, etc) for the contractor to install soils meeting the BMP requirements.
