B. Project Description
The property owner is proposing to remove one Lawton Cypress tree at 133 4th Ave. N.
The tree is large for its location and has significant sapsucker damage on the trunk.
C. Findings and Conclusions
1. The subject property is zoned BD5 (Downtown Arts Corridor). The surrounding
properties are zoned and developed similarly (Attachment 1).
2. A permit is required for the removal of trees on commercial and multifamily zoned
parcels in accordance with Chapters 18.45 and 20.13 of the Edmonds Community
Development Code (ECDC).
3. The main building on site was constructed in 1901 while the detached garage was
added in 1992. There is no approved landscaping plan on file so it is unknown when
the Cypress was planted.
4. The subject Cypress is very close to the building and shows evidence of sapsucker
damage on the west side of the trunk (Attachment 2). Removal of the tree is
proposed to eliminate the risk of failure.

5. Exterior landscape buffer enhancement is required when trees are removed from
commercial parcels. In this case, two Hinoki Cypress are proposed to be installed in
the same area after the Cypress stump is ground out. This is in keeping with the
landscaping requirements in ECDC 20.13.
D. Technical Review
The Engineering Division reviewed the proposal and recommended several conditions
that have been included with the decision (Attachment 3).
E. Decision
Based on the findings, conclusions and attachments to this report, the design review for
file number PLN20170040 is approved with the following conditions:
1. This permit is valid only for the removal the Cypress tree identified in Attachment 2.
2. Replacement vegetation recommended in Attachment 2 must be installed in
approximately the same location as the tree removed. Species substitution is
acceptable if the proposed Hinoki Cypress are unavailable.
3. Trees shall be fell onto private property.
4. Vehicles and equipment shall be located on private property. Should it be necessary
to utilize any portion of the City right-of-way, including the street or sidewalk, to
perform any of this work then the contractor shall apply for and obtain a right-of-
way construction permit in advance of starting work. A traffic control plan will be
required as part of the right-of-way permit application.
5. Contractor/owner is responsible for keeping all debris on site and preventing any
silt laden runoff from leaving the site and/or entering the city storm system.
6. Contractor/owner shall repair/replace any damaged sections of curb/gutter,
sidewalk or other public improvements in City right-of-way per City standards that is
caused by or occurs during the permitted project.
7. Contractor/owner is responsible for locating all on -site utilities.
Relocation/revision/repair to any utilities may require separate permit.

Staff design review is a Type I decision which pursuant to ECDC 20.01.003.13 is subject to
judicial appeal. Type I decisions may be appealed by a party of record with standing to
file a land use petition in Snohomish County superior court. Such petition must be filed
within 21 days after issuance of the decision, as provided in Chapter 36.70C RCW.

Introduction
I was contacted on January 12th, 2017 by Nate Wilson, who was representing his family who
owns several commercial properties on 4th ave. North in downtown Edmonds where they would
like to have several trees removed. This report concerns only the site described by the address
133 4th Ave. North Edmonds, Wa 98020. The tree that the Wilsons would like to have removed
is a Lawson Cypress (Chaemacyparis lawsoniana) that is close to the southeast corner of the
building.
Discussion
On January 16, 2017 I met Nate Wilson at the site to discuss the removal. On January 17th I
visited Kernen Lien, one of Edmonds city planners, at his office. He informed me that since it is
a historical building in downtown Edmonds and the disturbance to the overall landscape will be
minimal, that it would be sufficient to provide a single scale drawing of the site and the existing
vegetation. He also informed me that a plan to replace the tree to be removed would be sufficient
to bring the site into compliance with the city's codes.
The tree has a DBH of 19.5" and there is significant sapsucker damage, especially on the western
portion of the pedestal. The tree also grows very close to the corner of the building on the site
and provides potential rodent access to the roof. After the tree is removed and the stump is
ground it will be possible to plant another tree or trees in the same location. Since the site already
has a variety of small fruit trees and deciduous maples I think it is appropriate to replace the
cypress with another conifer that will provide a year round visual buffer and privacy for the
building to the south. Depending on the size of nursery stock available, I am suggesting that 1 or
2, either Boulevard Cypress (Chaemacyparis pisifera `Boulevard') or 2 Hinoki Cypress
(Chaemacyparis obtusa) be installed as replacements. Both of the recommended conifers are
slow growing and mature around 15.' On the site map that accompanies this report the trees that
exist on the site presently are numbered according to the tree inventory and the location of the
Replacement Conifers is described by the letters `RC.'

Engineering has reviewed the subject application and found the information provided is
consistent with Title 18 Edmonds Community Development Code & Engineering standards.
It is requested that the following be included as a condition of project approval.
