SUBJECT: REQUEST FOR ADDITIONAL INFORMATION FOR LOT LINE
ADJUSTMENT APPLICATION LOCATED AT 19511 94TH PL. W & 9055 196111

Dear Mr. Michaelis:
During staff s continued review of your land use application for a lot line adjustment located at 19511
94t' Pl. W and 9055 196t' St. SW, it was determined that additional information/clarification is necessary.
Please respond to the following items at your earliest convenience so that staff s review of the proposal
can continue:
It is unclear how Parcels A and B were created. These parcels are portions of Edmonds Sea View
Tracts 55 and 54 respectively; however, it is unclear how/when the currently described parcels
were created. Please provide additional information regarding the history of the creation of these
parcels including any past deeds. Your cover letter states that all five parcels meet the definition
of "lot of record" within ECDC 21.55.015; however, please provide additional information
indicating how each parcel was created and how each parcel complies with this definition.
The title report submitted with your application (report dated September 26, 2017) states that
Parcel A is owned by Mr. VanMeter and Ms. McKinnon and that Parcel B is owned by Mr. and
Mrs. Landsverk; however, this is not consistent with County Assessor information. Additionally,
the title report does not indicate ownership of Parcels C, D, and E. Please provide an updated
title report indicating ownership of Parcels C, D, and E and ensuring that all five parcels have
been adequately addressed within the title report.
3. Not all of the easements indicated within the title report are indicated on the lot line adjustment
map. Please revise accordingly.
4. Your cover letter and plans indicate a proposed street vacation; however, an application for the
referenced street vacation has not been submitted to the City. Refer to the enclosed memorandum
from JoAnne Zulauf, Engineering Technician, dated December 4, 2017, regarding the proposed
street vacation. Please submit the referenced street vacation application or modify the proposal to
eliminate the proposed street vacation and so that proposed Parcel A no longer spans across the
right-of-way. Any questions on the comments in the enclosed memorandum may be directed to

5. Refer to ECDC 20.75.050.D. I for all information that must be indicated on the lot line adjustment
plans. Not all of this information has been indicated, including locations of all structures, existing
zoning, location of existing driveways, etc. Please revise accordingly.
The location of all existing structures on the subject parcels must be indicated including
dimensioned setback information from all existing and proposed lot lines and ingress/egress
easements. Following a visit to the subject site, staff has found that not all existing structures
have been indicated on the survey. Please have your surveyor revise the lot line adjustment plans
to indicate all existing structures. In addition to the existing homes and shop, this must include,
but is not limited to, any existing sheds, patios, decks, etc. After ensuring that all existing
structures and improvements have been indicated on the survey, provide dimensioned setbacks
from all existing and proposed lot lines and ingress/egress easements.
7. All existing streets and driveways must be indicated on the survey. If necessary, indicate any
proposed vehicular access easements to accommodate for any driveway encroachments onto
separate parcels.
8. In addition to the gross areas of the proposed lots indicated on the plans, please also indicate net
areas of each of the proposed lots. Net area excludes any vehicular access easements.
9. Your cover letter indicates that all existing structures are to remain; however, a lot cannot contain
an accessory structure without a primary structure. The existing shop will need to either be
removed from proposed Parcel E, or the proposal will need to be modified such that the existing
shop is located on the same parcel as a primary structure.
Please submit the above information to the Planning Division as soon as possible so that staff may
continue processing your application. Please keep in mind that a complete response to this information
request must he received within 90 days or the application will lapse for lack of information (ECDC
20.02.003.D). Thus, your application will expire if the requested information is not received by March
21, 2017.

Engineering has reviewed the subject lot line adjustment application. Please address the

The current proposal assumes that the right of way Excelsior Place has been vacated and is no
longer public property. The city has no record of the right of way being vacated.

o Revise the proposal to show the Excelsior right of way. Please note, an access
point for new parcel C shall be shown and new parcel A cannot span over the
