PLN20170051 Kayla Clark: Your land use application for a lot line adjustment located at 1122 Olympic Ave. and 1126 Viewland Way became procedurally complete pursuant to Edmonds Community Development Code (ECDC) Section 20.02.002 on November 14, 2017. During staff s continued review of your application, however, it was determined that additional information/clarification is necessary. Please provide responses to the following items at your earliest convenience so that staffs review of the proposal may continue: Site Plan: It appears that not all structures, walls, fences etc. have been clearly labeled and shown on the site plan. Please clearly label and show all existing structures, walls, fences, etc. on the site plan. Please note that if developed area encroaches from Parcel B onto Parcel A or vice versa then easements may need to be provided regarding any maintenance and access on the property. Per the attached aerial view it appears that the lot line adjustment may result in potential encroachments from Parcel B onto Parcel A, please clarify. Setbacks: Setbacks from the south property line should be 25 feet as required of minimum street setbacks. The setback should come from the existing private ingress and egress easement boundary. Please show all existing structures, walls fences as called out in item #1. Please note that per ECDC 16.20.040(C) uncovered and unenclosed porches, steps, patios, and decks may project into a required setback not more than one-third of the required setback, or four feet, whichever is less; provided, that they are no more than 30 inches above ground level at any point. Per the attached aerial view it appears that there may be improvements along the southern portion of Parcel A and B in the vicinity of the lot line adjustment. Please show all improvements and revise the plans to comply with the required setback. Additionally, any retaining wall over 3 feet in height from original grade may not be located with the required setback. Retaining walls over 3 feet in height are regulated as a structure, which also need to meet setbacks. Not included are residential fences less than six feet in height, retaining walls, rockeries, and similar improvements of a minor character less than three feet in height. Per the attached aerial it appears that there may be existing improvements along the south property boundary of Parcel A and B in the vicinity of the lot line adjustment please provide additional details for any walls and note that any wall over 3 feet in height must meet the required setbacks. Lot Coverage: The maximum allowed lot coverage for a site is calculated as a percentage of the net lot area. Net lot area excludes area of vehicular access easements. Lot coverage is defined as the total ground coverage of all buildings or structures on a site measured from the outside of external walls or supporting members excluding a maximum of 30" of eaves. The maximum allowed lot coverage within the RS-12 zone is 35% of the net lot area. The lot coverage calculations must include the footprint of the existing residence, garage, upper level decks, and covered porches (excluding up to 30" of eaves). Please include all covered porches out to all support posts and all portions where the eaves exceed 30". Please indicate the lot coverage in square feet as well as a percentage of the net lot area on the site plan. The attached site plan under BLD20100444 is attached for reference. 4. Please refer to the enclosed memorandum from Jeanie McConnell, Engineering Program Manager, dated November 30, 2017. Please provide a complete response to the comments in the enclosed memorandum including a cover letter stating how each comment was addressed. Please submit the above information to the Planning Division as soon as possible so that staff may continue processing your application. Please keep in mind that a complete response to this information request must be received within 90 days or the application will lapse for lack of information (ECDC 20.02.003.1)). Additional information is requested from the applicant at this time. Please ask the applicant to respond to the following. In review of the subject lot line adjustment it was noted that the City has a public sewer main that runs along or adjacent to the south property line of the subject properties. If the main is located within the subject properties' boundary lines then it is requested that an easement be provided at this time. Please confirm locaton of property lines in relation to City sewer main. The following is provided from the City's GIS Utility Maps, which shows approximate location of the main line.
