DETERMINATION OF NONSIGNIFICANCE
Description of proposal: The Dayton Street Stormwater Pump Station project includes construction of
a new 9.4 cubic foot per second (CFS) stormwater pump station within a City and Port of Edmonds jointly -
owned parking lot near the intersection of West Dayton Street and Railroad Avenue. The pump station
will connect to the existing Dayton Street drainage system and reduce roadway/property flooding that
currently occurs, primarily to the east of the intersection of Dayton Street and State Route (SR) 104 during
period of high tides and heavy rainfall.
Proponent: City of Edmonds/Port of Edmonds
Location of proposal, including street address if any: Northwest Corner of West Dayton Street and
Railroad Avenue (Tax Parcel # 27032300415900)
Lead agency: City of Edmonds
The lead agency has determinod that the requirements for environmental analysis and protection
have been adequately addressed irr the developtrtenr regulations and comprehensive plan adopted
tinder chapter 36.70A RCW, and in other applicable local, state, or federal laws or rules, as
provided by RCW 43.21C.240 and WA 197-11-158 ondror mitigating measures have been applied
that ensure no significant adverse impacts will be created.
An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was
made after review of a completed environmental checklist and other information on file with the lead
agency. This information is available to the public on request.

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal
for 14 days from the date below. Comments must be submitted by
