Kayla Clark:
Your land use application for a two -lot short plat located at 1122 Olympic Ave., became procedurally
complete pursuant to Edmonds Community Development Code (ECDC) Section 20.02.002 on April 23,
2018. During staff s continued review of your application, however, it was determined that additional
information/clarification is necessary. Please provide responses to the following items at your earliest
convenience so that staff s review of the proposal can continue:
Planning:
1. Per page 4 of the title report the referenced easement recording number 200706140090 does not
appear to be referenced on the short plat, please provide.
2. Please provide a reprint of the preliminary plat plans, it appears based on the print quality that the
ink was running low and the lines on portions of the plan are very faint.
3. Additionally, please note that any tree cutting that is not a hazardous situation and/or not
necessary as part of the subdivision improvements shall be reviewed at the time of building
permit application review.

1. Please refer to the enclosed memorandum from Jennifer Lambert (dated May 9, 2018),
Engineering Technician and Zack Richardson (dated April 16, 2018), Stormwater Engineer.
Please provide a complete response to the comments in the enclosed memorandum including a
cover letter stating how each comment was addressed. Any questions on the comments in the
enclosed memorandum may be directed to Zack Richardson, PE at

Please submit the above information to the Planning Division as soon as possible so that staff may
continue processing your application. Please keep in mind that a complete response to this information
request must he received within 90 days or the application will lapse for lack of information (ECDC
20.02.003.D). Thus, your application will expire if the requested information is not received by August
9, 2018.

documents for the subject short plat. Additional information is requested from the applicant

Recommendation: I recommend that PLN20180024 be withheld until the comments
below are adequately addressed.
Review Comments:
1. The geotechnical report states that infiltration is `relatively poor' but does not
state that it is `infeasible'; revise report text to explicitly state if infiltration is
feasible or not and provide supporting information for the conclusion made.
a. Also, address specifically why bioretention is infeasible as poor infiltration
alone may not be sufficient to preclude its use; review Edmonds Appendix
A as needed.
2. It is unclear why the engineer split the 'other hard surfaces' for the project site
into two separate categories (i.e. per individual lot); revise report and design to
address a// `other hard surfaces' as 1 total, and apply BMPs accordingly.
a. Address hard surfaces in right-of-way, as needed, as well.
3. It is unclear that the project site has rights to the drainage easement south of the
site; access to the easement is needed for the current concept for discharging
Lot 2. Provide information demonstrating rights to easement area and/or revise
proposal as needed.
a. This lot appears to have been excluded from the short plat document
referenced on the plans.

4. Provide additional scalable exhibit to demonstrate how the frontage impervious
surfaces were calculated.
a. Reviewer got different results which would push the project into Category
2 drainage review.
b. As proposed, the project would need to be conditioned to severely restrict
the ability of any future building permit for the home to exceed the
proposed impervious surfaces without triggering additional detention
requirements for all previously unmitigated surfaces.
Prior Construction Approval:
The following comments were noted by the reviewer as issues that will likely require revision prior to
construction approval, but do not necessarily required attention prior to feasibility approval.
A. It appears that an additional CB is needed on Viewland Way to collect surface
runoff in the gutter before it flows across the new ADA ramp & path; revise as
needed.
a. It may be more practical to replace the storm pipe which inlets the current
ditch line instead; this would allow the storm alignment to follow the curb
line (ie. exist CB 4 new CB at end of curb return 4 exist CB)
B. If drainage easement to south is used, show existing pipe and elevation
information.
