Mr. Groset:
The Planning and Engineering Divisions have reviewed the above draft recording documents, and it was
found that the following information, corrections, or clarifications will need to be addressed before review
can continue:
IMPROVEMENTS COMPLETE OR BOND IN PLACE:
The City cannot sign off on the final recording documents until the civil plans are approved and
either a bond is posted for the required short subdivision improvements or the improvements are
completed and the final inspection is conducted approving the civil improvement construction.
Construction of the civil improvements have not yet been completed for the subject project,
however, a bond for the right of way improvements has been received in the amount of
$20,205.24. A bond must be received for the additional amount of $52,247.64 to equal the full
bond required of $72,452.88 in order for the City to sign off on the final short plat.
2. SHEDS:
Condition of approval 4.a provided:
The two sheds shown on the new Lot A in Attachment 4 must either be removed from the
properties, or moved to a located that complies with the zoning regulations prior to recording the
final short plat.
Sheet 2 of the recording documents still show both sheds located within the setbacks. Project Note
No. 8 on Sheet 2 acknowledges the condition referenced above and further states "the sheds the
sheds may be used as tools sheds during constructing [sic] and will be subject to the requirements of
ECDC 17.17.000." The sheds must either be moved to comply with setbacks and their located shown
on the short plat or a written request demonstrating compliance with ECDC17.70.000 must submitted
to the City of Edmonds and approved by the building official. If only one shed will be used as a
security unit, the other must be moved in accordance with condition of approval 4.a.
3. NAME OF SHORT PLAT AND PLN NUMBER:
Please include the name of short plat in heading.
4. OWNERS CERTIFICATE AND DEDICATION or DECLARATION OF SHORT PLAT:
Subdivision has been misspelled in the declaration paragraph.
5. ADDRESSES: Please add the following addresses to sheet to of the short plant
Lot A: 22027 96t" Avenue West
Lot B: 22029 96t" Avenue West
6. Remove "PRELIMINARY" from both sheets of the recording documents.
During review of the civil construction plans it was determined that the impervious surface area to be
created at the time of subdivision development would fall under 2000sf and therefore, stormwater
management could be deferred to the construction of the future single family residence on Lot B. To
address this deferral, please add the following language on the face of the short plat:
"Construction of a storm water management system for the subject development has been
deferred to coincide with future development approval of Lot B. The storm water management
system shall be designed in accordance with City of Edmonds Storm Water Management Codes and
Regulations effective at the time of development. The storm water management system shall be
reviewed for compliance at the time of building permit submittal for Lot B. The system shall be
designed to include 1870 sf of impervious surface area to be constructed with the subdivision,
according to approved plans on file with the City of Edmonds under file number PLN20180057. The
stormwater management system is to be constructed in conjunction with the approved building
permit."
8. An easement to the City of Edmonds for inspection of the stormwater management system shall be
provided and shown on the recording documents. The Stormwater Access Easement language should
read: "A permanent access easement is hereby granted to the City of Edmonds for access and
inspection of any and all areas within Lot A and B of this short plat that may now, or in the future,
contain any stormwater management facilities and/or system(s), including all appurtenances
therefore and thereto. Said access easement shall be for inspection purposes to ensure that
stormwater facilities and/or system(s) are properly operated and maintained in accordance with City
of Edmonds Code."
Provide Easement and Maintenance Provisions for all proposed easements. The Ingress, Egress and
Utilities section is confusing.
a. Please address each easement separately (not in a continuous paragraph) and address elements
of shared and unshared portions. Example: "A 15' utility easement located over, under, across
and through Lot A, as shown hereon, is hereby reserved for and granted to the owners of Lot B
for the purpose of operating, maintaining, repairing and/or reconstructing the said utilities,
together with the right of ingress and egress for such purposes.
b. Addressing a maintenance issue for an area of concrete is not specific enough to define a real
responsibility. Also, there are no commonly shared drainage systems. Only the drainage system
for the access road and the portion that is drained is within the access easement. Lot A has no
responsibility. This is difficult to differentiate. Please see attached, it might make it a little easier.
Access and utilities for the shared area could then be addressed separately from the access and
utilities solely beneficial to Lot B.
c. The "normal usage, wear and tear" statement is probably not necessary but if used, needs to
better reference what it is intended to reference.
10. Please remove the Project Notes section from Sheet 2.
11. The final recording documents must be signed by your surveyor.
Please make the above changes and submit your updated recording documents to a Planner, Monday,
Tuesday, Thursday, and Friday between 8:00 am 4:30 pm or Wednesday 8:30 am to 12:00 pm.
