Dear Mr. Groset,
On behalf of the City of Edmonds Planning Division, I have reviewed the application for an 2-lot
short plat of the property located at 22027 — 96th Avenue West for completeness pursuant to
Edmonds Community Development Code (ECDC) 20.02.002 and ECDC 20.75.040 and have
determined the application is incomplete and additional information is required for the
application to be determined to be complete. The following items are required before the
application can be deemed complete:
1. The land use application form has not been signed by the property owners. The Snohomish
County Assessor, partial Title Report submitted with the application, and signature blocks
on the preliminary short plat all list Marcus Strash and Courtney Fagan as the property
owners. On the land use application you identified yourself of the property owner and
signed the application form. Please either submit information confirming you are the
property owner (note the need for a complete title report below), or submit a land use
application with the property owners signatures.
2. It does not appear the complete title report was submitted with the application. Please
submit a complete title report that is no older the 30 days.
3. The preliminary short plat did not include the surveyors signature as required by ECDC
20.75.040.C. Please submit a preliminary short plat with the surveyor's signature.
4. The existing residence would not be compliant with the zoning setbacks if the subdivision
were approved due to the access easement being provided to Lot B (or Lot 2, preliminary
plat and preliminary development plans have the lots labeled different). In accordance with
ECDC 20.75.075 a modification request along with a statement of reasons to support the
requested modification must be submitted with the application if the proposal when an
application would modify a requirement of the subdivision chapter. The written statement
must address the criteria in Chapter 20.85 ECDC. Please include a modification request
along with the application fee of $880 with the resubmittal.
In addition to the completeness issues above, during review of the application it was found that
the following information, corrections, or clarifications also need to be addressed.
5. Please respond to the comments from JoAnne Zulauf, Engineering Technician, provided in
the attached memorandum. If you have any questions on Ms. Zulauf's comments, you may
contact her at (425) 771-0220 or JoAnne.Zulauf@edmondswa.gov.
6. Please indicate the gross and net lot area on the preliminary plat map. Note that net lot
area excludes the access easement area and the net lot area must be at least 8,000 square
feet in the RS-8 zone.
Please refer to ECDC 20.75.060 for all required information to be shown on the preliminary
plans and have your surveyor revise the plans as necessary to meet these requirements. As
part of your surveyor's revisions to the plans, please ensure the following items are
addressed:
Indicate the locations of all existing structures and the locations of all existing structures
within 25 feet of the proposed subdivision.
8. The new legal descriptions reference "PLOT 28" of the Pine Acres plat while the current
legal description is refers to "LOT 28." Please correct the new legal descriptions to concur
with the current legal description when referencing Lot 28 of the Pine Acres plat.
9. When reference the file number on all the plans, please use file number PLN20180057.
Please note that the application will be placed on hold until a response is received regarding the
above items. According to ECDC 20.02.003.D, the above requested information must be
submitted within 90 days (or by January 2, 2019) or the application will expire.

REQUEST FOR ADDITIONAL INFORMATION

The comments provided below are based upon review of the preliminary civil plans &
documents for the subject short plat. Additional information is requested from the applicant
at this time in order to continue review of the application and provide preliminary approval of
the short plat. Please ask the applicant to provide a written response to each of the
comments below and revise and resubmit plans accordingly.
GENERAL
1. The general notes included on this plan set are not the current version of the general
notes available on the city website. There is no requirement for notes on the prelim
drawings but please download the current version of general notes when preparing for
the civil submittal.
2. Please confirm the contours are in the 390s as shown. Surrounding elevations appear to
be in the 380s.
3. The full access to the new lot does not appear to be included in the access easement. The
access easement should include the portion of existing driveway that will be used for
access to the new lot. The access easement shall be a minimum of 15 ft at the property
line.
UTILITIES
1. Show the location of the existing and proposed dry utilities.
2. Show the location of the existing and proposed water meters and the water service lines.
3. Show the existing sewer line to the existing house.
4. Provide approximate invert elevations for the proposed side sewer at house, property line
and new connection to main to show feasibility. Call out length and size of all pipe to
verify slopes.
4. Please submit a stormwater report including full infiltration calculations (see the city's
Stormwater Addendum to determine the specific testing requirements). Show a
stormwater mitigation system on the plans based on the infiltration rate and the
City of Edmonds
infeasibility checklists. Full infiltration and full dispersion shall be ruled out prior to
proposing a bioretention facility.
