SUBJECT: Letter of Completeness and Request for Additional Information
Calvary Church Lot Line Adjustment

Dear Ms. Clark:
On behalf of the City of Edmonds' Planning Division, I have reviewed the application for a lot line
adjustment at the Calvary Church site (8330 — 212th Street SW and associate parcels) for completeness
pursuant to Edmonds Community Development Code (ECDC) 20.02.002 and ECDC 20.75.050.D. The City
has determined that the application meets the procedural submission requirements and therefore is
complete. Please accept this letter as the City's notice to applicant of determination of completeness
pursuant to ECDC 20.02.003. While the application is procedurally complete, additional information and
clarifications are needed for continued review of the application. Please respond to the following so
review of this application can proceed:
1. Setbacks: One of the review criteria for a lot line adjustment (LLA) is that the LLA cannot reduce
the setbacks of existing structures below the minimum required by code or make existing
nonconforming setbacks of existing structures more nonconforming (ECDC 20.75.050.C.2). There
is an existing house identified on the New Parcel C which would not be compliant with setbacks
(it may actual straddle the property line) should the LLA be approved. The house on the New
Parcel C would have to be demolished before the LLA could be finalized in order to comply with
ECDC 20.75.050.C.2. Please indicate the intent for the house on New Parcel C. If the intent is to
demolish the house, a condition of approval can be added to the LLA requiring demolishing of the
house before signing the LLA documents.
2. Easement: An existing public utility easement and public storm main encumbers the subject
property. Please show the easement and reference auditors file number 8804140170.
3. Legal Descriptions: The existing legal description only lists a legal description for Parcel A. The
title report with the application lists Parcel A (Calvary Church) and Parcel B (Randy and Judy Clark).
Also the legal description on the LLA documents do not except out that portion conveyed to the
City of Edmonds under AFN 201307150614; which applies to the existing and new Parcel A. Please
include both existing parcels as noted in the title report and ensure that portion conveyed to the
City under AFN 201307150614 is excepted out of the new Parcel A.
4. Tax Account Number: The tax account number under the Treasurers Certificate is for a parcel in
Lake Stevens. Please include reference to the four parcels associated with this LLA application.
5. File Number: Reference file number PLN20190037 on the LLA documents.
6. Surveyor Signature: Please have the surveyor sign LLA documents.
7. Split Zone Parcels: Please note that the LLA will result in split zoned properties. The new Parcel
A will consist of three zones (BN, RM-2.4, and RS-8) and the new Parcel B consists of two zones
(RM-2.4 and the south 10 feet will be RS-8). Any future development on the subject properties
will have to comply with the underlying zoning in that portion of the property. While the church
uses are permitted in all three zones, if the intent to develop new Parcel B with a multi -family
development, only the area in the RM-2.4 zoned portion of the property would be used to
calculate the density requirements and structures associated with a multifamily development
would have to be located on the RM-2.4 zoned portion. Any rezone of the property would first
require a Comprehensive Plan Amendment.
According to ECDC 20.02.003.D, the above requested information must be submitted within 90 days (or
by November 6, 2019) or the application will expire.
