Pre App Halvorson short plat.pdf4 OF EDP O City of Edmonds PRE -APPLICATION COMMENTS BUILDING DIVISION DATE June 13, 2013 STAFF: Leif Bjorback, Building Official RE: Project: Halvorson Short Plat 15620 72nd Ave W A preliminary review was done with the pre -application materials provided and we have the following comments. 1) Building permits will be required for the following, as applicable: New home construction; retaining walls; modifications to or demolition of existing structures. 2) Codes in effect as of July 1, 2013: a) 2012 International Building Code (including Accessibility) with State Amendments b) 2012 International Residential Code with State Amendments c) 2012 International Mechanical Code (including International Fuel Gas Code) with State Amendments d) 2012 International Fire Code with State Amendments e) 2012 Uniform Plumbing Code with State Amendments f) 2012 Washington State Energy Code (WAC 51-11) g) Edmonds Community Development Code 3) Basic Design Loads specific to Edmonds a) Snow load 25 psf — nonreducible b) Seismic design category D for IBC; D1 for IRC c) Wind speed 85 mph, 3 sec gust d) Wind exposure most likely C for this location 4) Future lots 2-5 appear to be partially within the North Edmonds Earth Subsidence Landslide Hazard Area (ESLHA) and buffer zone. Building permit applications for construction on these lots will be subject to the provisions of Edmonds Community Development Code (ECDC) 19.10. It is recommended that the applicant purchase an ESLHA packet (for $15.00) in preparation for future construction. It is also strongly recommended that any civil and soils related design and construction improvements within the subdivision process consider the provisions of ECDC 19.10. 5) Future lot 1 appears to contain slopes exceeding 15% thus a soils report will be required as part of the application for future building permits on that lot.
