The following checklist is a reference to assist in preparing engineering drawings for a more complete
building permit application. Additional information or review comments may be precipitated during the
review of the application.
0 Complete Civil drawings
• City of Edmonds Standard Details and Edmonds Community Development Code (ECDC) are
available online at www.ei.edmonds.wa.us
• Provide construction sequence and general notes — sample language attached.
[®] Drainage report
• Drainage system shall be designed in accordance with ECDC 18.30 Storm Water Management
and Exhibit "A" Stonmwater Supplement. See comments under Storm Drainage below.
[®] Traffic Impact Analysis
• Refer to and follow the requirements outlined in the ECDC 18.82 and handout E82.
[E] TOPGRAPHIC DRAWING
• Existing and proposed contours (2' or 5' intervals)
• Grading plan and quantities of cut and fill. Include quantities for building foundation and provide
bottom of footing elevations.
[®] STORM DRAINAGE
• Chapter 18.30 ECDC Stormwater Management and Exhibit "A" Stormwater Supplement became
effective June 1, 2010. The Code and Supplement are available on the City website —
www.ci.edmonds.wa.us — choose the City Government drop down; City Departments; Public
Works; Engineering Division and then click on Stormwater Management.
• County records indicate project site is 0.83 acre + 0.17 acre =1 acre, which under new storm
regulations is considered to be a Large Site Project (Supplement 4.0). Large Site Projects are
required to comply with 2005 Department of Ecology Regulations. The Stormwater Site Plan
shall include the submittal requirements in the handout, reflect consideration of site planning and
design measures intended to reduce project impact on storinwater quality and quantity, and must
consider the use of LID approaches.

• Low Impact Development: Large Site Projects are required to consider the use of LID techniques
and document the decision -snaking processes used to select their application (Supplement 3.0)
• 201 Main Street property falls within the Puget Sound Piped watershed. This property could
potentially receive a waiver from detention requirements and be pennitted to direct discharge to
the sound. A downstream analysis will be required. Please refer to all requirements stated in the
2005 DOE Manual and Chapter 4 of the Supplement. City storm system on Bell Street directly
discharges at the Bell Street outfall. City storm system on Main Street discharges through the
Dayton Street outfall which is affected by tidal influence.
• If a detention system is constructed:

• Structural drawings and calculations for concrete vaults (Will be seat out for peer review. Cost

• Catch basins located in underground parking shall have oil water separator and shall connect to
the building sewer line.
• Provide RIM and invert elevations for all existing and proposed storm structures.
• Storm Development Charge — calculation is based upon impervious surface area.
• Department of Ecology (DOE) — Construction Storrwater General Pen -nit "Notice of Intent"
(NOI) for sites with the potential to disturb one or more acres of land. If needed the construction
site operator must contact DOE and apply for a permit 60 days prior to discharging stormwater.
A handout is available at the counter.
• Department of Ecology (DOE) — Industrial Stormwater General Permit "Notice of Intent" (NOI)
for sites with the potential to add pollution to surface waters from industrial activities. Needs to
contact DOE and determine if the permit is required. A brochure is available at the counter.

(®] SITE ACCESS
® Existing — Refer to ECDC citation below. The proposed access on 2" d Ave N, for the Phase 1
development, appears to be consistent with ECDC 18.80.060 — exception from alley access if
applicant demonstrates by substantial evidence that "Access can be provided from an existing or
relocated driveway or curb cut in a manner which preseives or enhances street parking".

Vehicular access shall be provided from alleyways for all on -site parking whenever it is
practically and reasonably available. No curb cut shall be approved where there is vehicular
access to a lot in the downtown area from an existing alleyway unless the applicant
demonstrates by substantial evidence that:
a. One of the following conditions exist:
i No alleyway exists which would provide reasonable vehicular access to the subject
property; or
ii Access from an existing alleyway would substantially impair reasonable access to
an abutting public street or utility because of circumstances related to site size,
topography or orientation; or

✓ A loading dock is proposed for the Post Office adjacent to the driveway for the parking
garage. Loading dock area shall be long enough to allow a truck to park without creating a
sight distance concern for cars exiting the parking garage.
✓ Curb to be painted yellow for a minimum distance of 5' on both sides of the driveway.
® Below ground — Parking garage
✓ Oil/water separator - connect to sanitary sewer. Storm water runoff not to tie into sewer.
✓ Drive aisles for 2-way traffic shall be 24 feet wide.
✓ Drive aisles for 1-way traffic shall be a minimum of 12 feet wide.
✓ Please refer to Fig 18.1, found in Title 18 of the ECDC for additional parking lot layout
requirements specific to angled parking.
✓ Must be able to show/demonstrate all required full size (8.5' x 16.5') parking can be obtained
within the aggregate parking area. If this can be demonstrated the ECDC will allow for up to
50% of the stalls to be reduced width (8' x 16.5').
✓ Parking layout between columns can be measured from the center to center of the column but
the inside dimension (face to face of column) shall at no time be less than 8' wide.
✓ Changes in column location/size will require a new parking plan layout and approval prior
to issuance of the building permit to insure all required full width stalls can be met.
✓ Driveway slope shall be a maximum of 6% for the first 20' and 14% thereafter.
✓ Review structural and mechanical plans to insure columns and mechanical structures do not
impact parking numbers and size.
✓ Show sliding gates on civil and architectural plans. Gates shall not impact parking stall
widths
✓ Sight windows or other structural clearances at the parking entrance shall be provided to
insure proper sight distance clearances

WASHING OF THESE STREETS WILL NOT BE ALLOWED WITHOUT PRIOR APPROVAL.
22. THIS PROJECT IS NOT A BALANCED EARTHWORK PROJECT. BOTH EXPORT
AND IMPORT OF SOIL AND ROCK MATERIALS ARE REQUIRED.
23. SLOPE OF FINISHED GRADE SHALL BE CONSTANT BETWEEN FINISHED CONTOURS OR SPOT
ELEVATIONS SHOWN.
24. FINISHED GRADE SHALL SLOPE AWAY FROM BUILDING WALLS AT MINIMUM 5% SLOPE FOR A
MINIMUM DISTANCE OF 10 FEET.
25. CONTRACTOR SHALL BE RESPONSIBLE FOR AND SHALL INSTALL AND MAINTAIN SHORING AND
BRACING AS NECESSARY TO PROTECT WORKERS, EXISTING BUILDINGS, STREETS, WALKWAYS,

REMOVAL OF SHORING AND BRACING, AS REQUIRED.
26. CONTRACTOR SHALL OBTAIN APPROVAL FROM THE CITY AND FOLLOW CITY PROCEDURES FOR
ALL WATER SERVICE INTERRUPTIONS, HYDRANT SHUTOFFS, STREET CLOSURES OR OTHER ACCESS
RESTRICTIONS. CONTRACTOR SHALL NOT RELOCATE OR ELIMINATE ANY HYDRANTS WITHOUT
FIRST OBTAINING WRITTEN APPROVAL FROM THE FIRE MARSHAL.
27. COORDINATE AND ARRANGE FOR ALL UTILITY CONNECTIONS, UTILITY RELOCATIONS AND/OR
SERVICE INTERRUPTIONS WITH THE AFFECTED OWNERS AND APPROPRIATE UTILITY COMPANIES.
CONNECTIONS TO EXISTING UTILITIES SHALL BE MADE ONLY WITH ADVANCE WRITTEN
