Land Use: Single family residential (RS-12). The site is 0.75 acres (~ 32,670 sf) yielding a maximum density of 2 lots. Conditional Use Permit: None required. Height: 25’ as measured from average original grade. Existing house to remain. New home will be reviewed for height with the building permit. Retaining Walls: None shown, but must meet setbacks if over 3’ in height as measured from top of wall to original grade. Setbacks: East West North South Front Lot 25 25 10 10 Rear “Flag” Lot 10 10 10 10 Lot Orientation: The front lot would be a regular lot and the back lot would be a “flag” lot which would have all “side” setbacks. Lot Coverage: 35% maximum. The front lot with the existing house appears to cover ~2054 sf of the 14,400 sf lot which is around 14% lot coverage. Parking: 2 per single family lot, minimum. Subdivision or Lot Line Adjustment: 2-lot short subdivision requested (appears to be the same layout as was approved but not recorded back in 1961 under file S-12-1961). Environmental Regulations SEPA Review:Not requiredbasedontheinformationshown. Shoreline Substantial Development Permit: Site is approximately 650’ from the railroad tracks – not required. Critical Areas Determination: Required. See attached Critical Areas Determination form (handout P20), which needs to be completed and turned in, along with the $155 review fee, at or prior to your subdivision application. Design Design Review: N/A. Comprehensive Plan Designation: Single Family – Resource. Site Design: The existing driveway creeps onto the rear lot, so either an easement would be required or a shared driveway would be encouraged. Landscaping: A native vegetation plan will be required that shows at least 30% native vegetation to be retained or planted on each lot (see ECDC 23.90.040.C for details). Anticipated Fees $15 – City Surcharge $155 – Critical Areas Checklist $185 – Sign Posting $1140 – Short Subdivision (preliminary review). Final review is $405. Questions & Comments Review access options with the Engineering Division (especially related to the area of driveway encroaching onto the pipe stem of the rear lot. Vehicular access easement area must be deducted from the total lot area of the rear lot. This will need to be shown on the plans. Please review ECDC 23.90.040.C for guidance on the 30% native vegetation requirement.
