Addition to Edmonds Business Center/Beresford Building
Descriotion of work
The applicant is proposing to construct a two-story addition to the rear portion of the existing
Edmonds Business Center building located at 145 3rd Avenue within the BD-2 zone. The addition will
create 3,200 square feet of additional space - 1,600 square feet on each floor. The finishes to the
addition are proposed to be the same as existing and there is no additional parking required because
the building is in the BD-2 zone.
What We Need
With respect to design, the applicant must follow:
Zoning requirements applicable to the BD-2 zone
Design Objectives related to this project are those from the Downtown/Waterfront Activity
Center beginning on pages 38 of the City's Comprehensive Plan.
Because the project is in the BD-2 zone, particular attention needs to be paid to building height (see
handout containing pertinent code — 16.43.030.C). Step -back rules may apply.

With respect to application:
• Land Use Application
• Project Plans submitted in accordance with an ADB-Minor Project
Project Review
If the construction of the addition does not exceed SEPA thresholds, the project would undergo
administrative design review by staff. Based on the existing proposal, it does not appear to exceed
the threshold for creating new commercial space (4,000 square feet). However, at the time of
building permit, SEPA review may also be triggered by the disturbance of greater than 500 cubic feet
of material during the construction process.

In reviewing the application, staff will examine the proposed addition with respect to the zoning
ordinance (bulk, use requirements) as well as the Downtown/Waterfront Activity Center design
guidelines contained in the Comprehensive Plan.
Fees for the staff review are:
Administrative Design Review $ 100
City surcharge $ 15
TOTAL 115*
*Note that the fees are subject to change — the applicant will be assessed the fees current at the time
of submittal.
Review Timeline
Based on the intensity of the proposal and the current workload of staff, it is anticipated that the
project review will take between six and eight weeks.
