All other engineering inspection requests must be made prior to 7am each workday morning to receive an inspection that day. • Contractor/Developer must call for inspections. Leave detailed information on the inspection request line stating the work planned for the day. The inspector will try to time inspections in conjunction with the construction activity for the day whenever possible. Call the Development Services Department at 425-771-0220 and inform the front desk of inspection cancellations. Do not call the inspection line to cancel an inspection request for that day. • Large development projects are required to call the inspection line daily to keep the inspector informed of the work planned on site for the day, whether an inspection is required or not. • City of Edmonds inspectors will provide inspections as requested and may stop by periodically as deemed necessary. • Special inspections performed by licensed engineers/engineering firms does not eliminate the requirement to have an inspection performed by a City inspector. All test reports created by the special inspector must be provided to the City as available after testing. • All sections of pipe are to be inspected after installation and prior to backfill or as determined by inspector on a project specific basis. • All connections (i.e. Joints, Tees, CB's, MH's, etc.) and thrust blocks must be inspected prior to backfill. Mobilization and Erosion Control City of Edmonds Standard Details: E1.1, E1.1.1, E 1.2, E1.3, Filter fabric fence, quarry spall rock construction entrance, filter socks in CB's, sediment pond, dust control, covering of stockpiles, etc. All erosion and sedimentation control measures are to be implemented at the start of the project and shall be maintained for the duration of the project. Erosion control measures shall remain in place until all exposed soils are vegetated. Exposed soils shall be covered within 2 days during the winter months (Oct. to April) and 7 days during the summer months (April to Oct). Staging of materials, job shack & equipment within the right-of-way (ROW permit required). Contractor is allowed to deviate from approved plans as long as measures provided meet the needs of the site and specific construction activities. Coordination with City Inspector required. Trees to be retained shall have root zones delineated by a certified arborist. Root zone barrier to be installed and inspection by Engineering prior to clearing and grading. Engineering to inspect erosion control measures prior to clearing and grading. Pre -Con Development, Page 2 of 4 Revised 2/13/06 ® Tightline Inspection for positive flow or slope required per plans, approved material type, proper bedding, etc. ® Footing Drains The footing drain shall not connect to the storm detention system. Connection shall be made to the outfall side of the detention control structure and/or per approved civil plans. ® Drainage Detention System Construct per approved plans. Bed in pea gravel or crushed rock to springline. Verification of control structure orifice's required prior to installation. Mudding required inside and out at all pipe connections to CB's and MH's as well as each riser and pick holes. Special Inspection required per Special Inspection and Testing Agreement. ® Sanitary Sewer — main extension / lateral / side sewer Core drill, Romac inserta-tee - inspection required at time of core drill; coupon to be verified. Manhole installation: core-n-seal boots — mudding required on inside of manhole up to approximately the middle of the pipe (channel level) and also inside the entire boot. Pressure testing: Air test at 4 PSI for 15 minutes. Channeling TV records City will TV new main line prior to acceptance ® Water System — main extension / fire line / domestic service line Water Outage Policy (12/12/03) — contractor to notify residents of shut down 4 weeks prior to shut down. Coordinate shut down date with City. Inspection of trench and valve cluster required by 11:30am the day before the outage. Thrust blocking per City standards — inspection required prior to backfill. Use of water from a hydrant requires a hydrant meter w/ backflow device, to be obtained from City of Edmonds Public Works Department — 425-771-0235. Install jumper off City water main to test new water system prior to connection to City main. Pressure testing: Thrust blocks must be in place a minimum of 3 days prior to testing. Main line: Test at 225 PSI for 2 hours Fire line: Test at 200 PSI for 2 hours Purity testing: Contact Public Works Water Quality Control Specialist— 425-771-0235 Backflow prevention: Contact PW Water Quality Control Specialist — 425-771-0235 City crew shall operate all existing valves except in emergency situations. Pre -Con Development, Page 3 of 4 Revised 2/13/06 ® Form Inspections Curb/gutter and sidewalk form inspections required prior to pour. City inspector must give approval of forms before pour. Monolithic pours are not permitted. Existing failed or damage sections of curb/gutter and sidewalk are to be replaced as determined by the City inspector. ® Traffic Control Traffic Control plans must be approved for use prior to implementation_ Approved plan and designated haul route to be followed. Certified flaggers required. ® Asbuilts Provide City of Edmonds with "electronic drawings" and hard copy of asbuilts. Asbuilts shall include City owned utilities as well as dry utilities. ® Trench Patch/Compaction Compaction tests required in City right-of-way. 95% compaction must be met and reports must be submitted to the City prior to paving. CDF is not an approved backfill material. ® Noise Restrictions Construction hours are M-F, 7am-6pm and Saturdays, 10am-6pm. No work Sundays and Federal Holidays. Contractor/Developer Comments: • Loree Quadee will invite City to precon meeting with PUD prior to start of electrical improvements and street light install. A junction box shall be provided near the light pole. • Universal plans to install pipe through a portion of the storm swale to create a construction crossing that will leave the storm flows clean. • Universal also plans to install sediment ponds as needed throughout the plat and not just in the one location as shown on the approved plans.
