04/19/1985 - Original Building — Permit Submittal Drawings —Type V-1HR (stated)
06/07/1985 - Revision 1— (whereabouts unknown) - cited in 1990 remodel as basis of construction with special
reference to revised "Code Notes" on Sheet Al.
10/22/1986 - City of Edmonds Record Set — contains 04/19/1985 version of Sheet Al (without revision to Code
Notes) and states that "Approved Plans" were "Lost or Stolen".

KRUGER CLINIC CONSTRUCTION DRAWINGS — History
The Construction Documents for the original building (up to and including 10/21/1986)
have indicated the following construction:
Lower Level Non -Habitable Areas:
• No rated construction of any type to top of floor above.
Lower Level Habitable Areas:
Bearing walls, non -bearing walls, and permanent partitions are constructed using 1 layer of 5/8" Type
X gypsum board each side. Gypsum board terminates at bottom of unprotected joists, and joists are
filled with insulating materials. These are not referred to as fire -rated, and the openings are NOT
RATED except at corridors and shafts.
All columns are built up of studs same width as wall where they reside, and are enclosed only by the
5/8" gypsum board or 1/2" gypsum sheathing that wraps the wall/partition —that is.without individual
protection.
Floor -ceilings (above) Suspended ceilings are to be constructed of "Armstrong FireGuard 24" x 48" lay -in
panels, 5/8" thick, Cortega design. Grid suspension system is to conform to Underwriters' Laboratories
Inc for a 1-HR fir -resistance rated assembly. No UL Design is referenced, and the suspended ceiling is not
linked in any way to the floor structure above for compliance with a design. No gypsum board is applied
to any joists, beams, girders or flooring above the ceiling space.
Upper Level Habitable Areas:

The Construction Documents for the addition direct somewhat different construction,
but the project does not occur in this separated section of the building. For the record,
the differences are:
• Bearing walls, non -bearing walls, and permanent partitions are constructed the same as the original
building, and mostly with non -rated openings, but are referred to as having a 1-HR fire -rating.
• Columns are often steel, but are still enclosed within the wall construction without additional individual
protection.
• At roof -ceilings and floor ceilings, the underside of the joists are protected by 2 layers of 5/8" Type X
gypsum board, and an unrated ACP suspended ceiling below.
TGBA DESIGN APPROACH — SMG Urgent Care in Kruger Clinic
Sheet A0.41 is the primary document describing the method of achieving "Fire -rated Construction".
General - It was a TGBA decision to match the construction as directed by the original construction documents
and as described above. It was a TGBA decision not to attempt to build a Type V 1-HR building by the
protecting the various elements by following the prescriptions of UBC Chapter 17 or WSBC Chapter 6, as this is
not how the existing building has been constructed and an attempt to start this effort now could reach deep into
the existing structure in ways that would be prohibitively expensive, and probably unresolvable.
Due Diligence - Additionally, TGBA and the contractor have decided to repair or enhance any construction that
was found in the field to be not in compliance with the construction as directed by the earlier construction
documents and as described above. TGBA documents direct the contractor to fill any void between the top of
partitions and the bottom of structure with insulating batts to ensure closure and draftstop — especially in cases
where insulating materials have fallen or been removed. TGBA and the contractor will add 5/8" Type X gypsum
board to any side of any partition where it has been left off.
Enhanced Column protection - Although no UL-design has been referenced, TBGA directed columns within walls
to be separately wrapped on all sides rather than merely enclosed within a wrapped partition. This may be
"overkill" as it has not been done anywhere within the building to our knowledge.
Justification for matching Roof -ceiling and Floor -ceiling existing construction - TGBA researched what might be
the UL design that was envisioned by the architects that directed the earlier construction. The closest design
that we could find was UL-1-210, which we directed our contractor to comply with in all respects for both floor -
ceiling and roof -ceiling construction. The only difference between what we intend to construct is that UL-1_210 is
only intended as a floor -ceiling assembly, not a roof -ceiling assembly — so at the roof, we have %:" plywood and a
built up roof, instead of %:" plywood and finish flooring.
Where TGBA intends to use a gypsum -board ceiling, a single layer of 5/8" gypsum board is assumed to be
equivalent to a single 5/8" Armstrong FireGuard ceiling panel, as long as it has equivalent protection for
penetrations such as lights. This is noted on Sheet A0.41 as being similar to WSBC item 13-1.4.
Within the fire -rated floor -ceiling and roof -ceiling constructions, no horizontal structure is currently wrapped or
rated. TGBA drawings indicate this, and direct that new construction match this condition.
