IBC 713.14.1 - The elevator lobby is required to be enclosed, however IBC 713.14.1, Exceptions 1 and 4 - An enclosed elevator lobby is not required at the level of exit discharge, or at other levels (unless more than 75 feet above the lowest level of fire department vehicle access in high rise buildings) provided they are sprinklered per 903.3.1.1 (exception 1 & 4) or 903.3.1.2 (exception 4 only). In this instance, the exceptions appear to clearly allow for the elimination of an enclosed elevator lobby. This would acceptable for elevators lobbies, whether enclosed or not, that open directly to the exterior. However, in instances where an elevator lobby is connected to a corridor (or other exit component) it must also meet the requirements of that component. • IBC 1018.1 - Corridor walls required to be fire resistance rated per IBC Table 1018.1 shall comply with Section 708 for fire partitions. • IBC 708.6 - Openings in fire partitions are required to be protected per IBC 716. • IBC 716.5.3 — Fire door assemblies required to be 20-minute fire -resistance rated shall be tested per NFPA 252 or UL 10C without the hose stream test when placed in corridor walls and smoke barriers required to fire -resistance rated per IBC Table 716.5. • IBC 716.5.3.1 — Fire door assemblies shall also meet the requirements for a smoke and draft control door assembly tested in accordance with UL 1784. • IBC 1018.6 — Fire -resistance -rated corridors shall be continuous from the point of entry to an exit, and shall not be interrupted by intervening rooms. • IBC 1018.6, Exception 1 — Foyers, lobbies or reception rooms constructed as required for corridors shall not be construed as intervening rooms. Therefore, elevator hoistway doors (or additional doors provided) must meet the requirements for smoke and draft control when an elevator lobby, otherwise separated from the corridor by an enclosure, becomes part of the corridor due to the elimination of the enclosure. IBC Interpretation No. 62-07 provided in response to the plan review comments does not mention such instances and is not contradicted by the determination made by the City of Edmonds Building Division.
