Dear Mr. Clugston:
I am writing to express my family's concerns and opposition to Pacific Grocery & U-Haul's request for a conditional use
permit to allow storage of U-Haul vehicles at the property located on 23726 100th Avenue West. My wife, Treasure
Mackley, and I live with our three-year old son at 23815 101' Avenue W. We are less than 100 yards from this
convenience store. I am writing on behalf of my family and the neighbors on our block, including Dave and Kathy Roper
and Leila and Adriaan Wakefield. While we are not opposed to the property's primary use as a neighborhood
convenience store, we are strongly opposed to the proposed conditional use for U-Haul storage for several reasons
including, but not limited to, traffic/safety concerns and environmental concerns. We believe that this application
exceeds the purposes of the BN Zone under ECDC 16.45.000 and conditional use permits under ECDC 16.45.010.C.4 . As
such, we respectfully ask that the permit be denied.
As mentioned, our family lives less than 100 yards from this property. There are many children who live on our block and
many of our neighbors have pets. While we understand we live close to BN zones and have to accommodate some plans
that we find disagreeable, we don't think this is a proposal that properly accommodates the needs of our neighborhood
and other residents in our area. We already have to accommodate a large cell -phone tower eye -sore in the area. We
should not have to accommodate this proposed conditional use.
When looking at ECDC 16.45.000, this conditional use permit does not fits within the purposes of the property's current
BN zone. U-Haul storage is not a good and service needed on an everyday basis in the neighborhood. No one in our
neighborhood needs to store a U-Haul vehicle and notably, the conditional use permit is not asking for permission to
rent vehicles to customers. The application only requests permission to store the vehicles. Even if it were requesting
permission to rent U-Haul vehicles, that use is already served by a U-Haul business located nearby in Shoreline at 160th
and Aurora. We don't need another U-Haul business in the area for this service.
The ECDC also says the purpose of BN zones is to "ensure compact, convenient development patterns by allowing uses
that are operated chiefly within buildings." This proposal will not be confined within the convenience store building
located at the property. In fact, the plan suggests they will be parking vehicles in a gravel area on 101' Avenue that is
several yards away from the building. In February 2019, we already got a glimpse of what this will look and feel like. The
owners stored over 20 U-Haul trucks at this location without a permit. It looked awful and increased truck traffic on our
block significantly. We worry that this is what is in store for us if the permit is granted.
U-Haul storage is also not a common primary use associated with a neighborhood convenience store under ECDC
16.45.010.C.4. I also do not see how this could be characterized as outdoor storage under ECDC 16.45.010.D as the term
"outdoor storage" is usually associated with buildings for storage of things, and not for storage of vehicles. The city
council already made that distinction in this section when it limited vehicle conditional use for BN properties
to commuter parking lots. U-Haul storage is not a commuter parking lot and as such, should be considered falling
outside the code's permission for conditional uses.
In addition to our concerns about code compliance, we have numerous concerns about how this will affect our
properties and the safety of our children and pets. Below is a summary of our concerns:
TRAFFIC SAFETY CONCERNS:
The ingress and egress on our block is already limited. Vehicles are not allowed to enter our block from the southend of
101" Ave. W., but many cars, trucks, and vehicles violate this traffic restriction daily, putting our children and pets at
risk. In the last year, we've already seen several harmful accidents where pedestrians and bicyclists were hit by vehicles
not following this traffic restriction. This problem has become so common and frequent that many of our neighbors,
including our family, have considered asking the city to cut the south end egress completely off to make it a cul de sac
. Given the problems we already have, we are concerned the U-Haul storage will increase the dangers of traffic on our
block. U-Haul storage will presumably bring more amateur, non -commercially licensed truck drivers into our area. These
trucks have limited visibility to their sides and in the rear. We are terrified that granting use of U-Haul storage will
subject our children and pets to increased danger by drivers who don't typically operate these vehicles and have had no
training to operate these vehicles safely.
ENVIRONMENTAL CONCERNS:
In March, this property appeared to remove several gas storage tanks and other underground tanks to prevent fuel and
oil runoff into our storm drains. We are concerned that a vehicle storage lot will bring in the same level of gas and oil
runoff that this propety experienced when this property was authorized to operate as a gas station. However, because
many safety devices appear to have been removed, it appears there will no longer be things in place to protect against
gas, oil, and other hazardous chemical contamination in our storm drains and ground water in the area. We believe the
danger here is high and should require a Critical Area Study before anything is authorized.
AESTHETIC CONCERNS:
Our neighborhood and homes have already incurred some depreciation over the last year with the increased cell -tower
height located on the corner of 100th and 238th, next to the hair salon. None of us had any rights to oppose the cell
tower. We fear the U-Haul storage will only increase the depreciation in value of our homes. Many of us feel like the city
doesn't care about our neighborhood based on our experience with the cell tower. Although we're zoned as a single-
family residence neighborhood, we all feel like the city is prioritizing BN applicants use and enjoyment of property over
our use and enjoyment.
As mentioned, we've already seen what U-Haul storage will look like if this is approved. There will be over 20 trucks
located haphazardly on the property and most of those trucks will be within our line of sight and our neighbors' line of
sight on 101' Avenue. The plan indicates they intend to place the vehicles on the gravel area lining 101' Avenue, and
not along the storefront on 100th Avenue. We will have to bear the eye -sore this will create, not the property owners of
the convenience store or the traffic on 1001h avenue.
In summary, all of us are in strong opposition to this plan and we intend to express our opposition throughout this
process. Based on what I've discussed in this comment, we respectfully ask that you deny the conditional use
permit. Thank you for your time and consideration.

It is my understanding that the land proposal is still being processed for the property referenced above.
I wholeheartedly disagree agree with this location being used as a U-Haul rental location. Beyond that, the
neighborhood already has two convenient and well established businesses that offer residents and passerby's a place to
buy a quick snack or household item - Firdale Village Market and Bartell Drugs.
Please consider using this property in an alternative manner. I'd particularly love to see a business in that location that
aims to be a gathering space for neighbors.

Hi there,
there is a proposal of land use for a uhaul rental in my neighborhood and I would like to write to you that i am
not in support of this.
They already tried to bring in uhauls earlier this year before they had the proper clearance- they didn't leave any
room for parking and it was incredible eyesore, not to mention that it provides cover for illegal drug use in a
neighborhood with a lot of schools. I don't think this business helps build the neighborhood up at all, especially
considering the number of rentals very close by on 99.
I also do not think that the neighborhood needs another mini -mart.

Thanks for your response! I appreciate that, and I don't want to stifle any small business owners, but they plan
to store dozens of trucks at the site which has a much greater impact on the desirability of the neighborhood
than a gas station. Additionally, the neighborhood is full of young children and families who are visiting the
park (most of whom walk to it via that road). The people who rent U-Haul trucks are not professional truck
drivers so their first few minutes will be spent figuring out the truck. It seems extremely unwise for this to
encourage this to happen on a small road surrounded by children with a school and a daycare within just
blocks.

Hi Mike,
I know you are probably getting bombarded with emails and calls but just wanted to take a quick minute to
BEG you not to allow U-Haul to go into the gas station on 100th Ave in Edmonds. It would be such a trashy
look to the South Edmonds community - U-Haul belongs on Aurora or in another non-residential area. I am not
against a small business there, given that they IMPROVE the value of the property but U-Haul is a massive
corporation that simply doesn't fit with the Edmonds standard. It will degrade the curb appeal and value of our
city, and having 15 moving trucks parked on a main street bordering a residential neighborhood just simply
can't fit within the city's goals of strategically planning for a better future of the city.

I own a home within a block from the proposed site for a U-haul and convenience store. It doesn't fit in a residential area. I am
not for having a U-haul Rental Shop at that site. It detracts from the neighborhood and we don't need trucks coming and going
all day long. There are plenty of U-haul places on Highway 99. That in my opinion is where they belong. I regularly rent U-
haul trucks and am not at all inconvenienced by driving out to Highway 99 to rent a truck.
Keep in mind that there are a lot of children walking to and from school, and also to the swimming pool. If I owned a home
across the street, I would be very upset as who wants to look at a lot full of U haul Trucks out their living room window. This
would not be an asset to our residential neighborhood. Please to not approve the conditional use permit.
