Good morning John,
Per ECDC 21.90.150, the definition of structure (found here <https://www.codepublishing.com/WA/Edmonds/?Edmonds21/Edmonds2190.html#21.90.150> ) means a combination of materials constructed
and erected permanently on the ground or attached to something having a permanent location on the ground. Not included are residential fences less than six feet in height, retaining
walls, rockeries, and similar improvements of a minor character less than three feet in height. Per ECDC 21.90.020 (found here <https://www.codepublishing.com/WA/Edmonds/?Edmonds21/Edmonds2190.html#
21.90.150> ) , a setback means the minimum distance that buildings/structures or uses must be set back from the lot line, therefore, improvements of a minor character less than 3 feet
in height are excluded form side setbacks.
Any mechanical equipment placed within the setbacks must be less than 3 feet in height, including the height of the pad.

This seems very irregular to us. We have been in business for 35+ years and have completed several hundred HVAC jobs in Edmonds. I do not recall another incidence where we were made
aware of a setback this large. I see a table in code 16.20.030 showing similar setbacks you are stating, but these seem to be specific to building structure and not HVAC components
(perhaps I am incorrect?).
Please forward us the specific code reference for our review, and please confirm this home’s subdistrict (if applicable) Thank you.

The unit cant be put in that side of the house. On that side it would need to have a 25’ set back. If you just set it around the corner it would only require a 10’ setback… let me know.
