STF20180016 - PUD Noise Variance Request
Hi Jeanie,
I apologize for any confusing or lack of information that was submitted with the revised application. I will address your concerns below:
1. 1 pole will be replaced. As stated in the attached Additional Info document, point 5 “The setting of the new pole and use of a Vactor Truck to be done during normal business
hours. The transfer of 3 phase overhead and underground primary will need to be done at night.” To elaborate, PUD crews can dig the new pole hole with the Vactor truck and set the
new pole into the ground during normal working hours. This would most likely be the noisiest part of the entire pole replacement job and will not require a power outage to any of the
local businesses.
The work that would need to take place between 6pm and 6am would be the transfer of the overhead and underground primary and overhead secondary to the new pole. As detailed on page
2 of 2 in the Construction Notes, PUD crew will need to remove the old underground primary in the existing riser and vault because it is not long enough to accommodate the taller pole.
PUD crew will then pull in new primary cable that is 5 feet longer (~78’). PUD will also install a new street light mast and transfer overhead secondary services at this time.

can continue.
1) Update the scope of work to be performed during the 6am-6pm timeframe. The application states 1 pole will be replaced, however, the additional info provided with the application
states the pole will be replaced during daytime hours.
2) Please elaborate on the criteria items number 1 & 2.
3) Provide a site plan showing the pole location and surrounding businesses that could be impacted by either the noise and/or the power outage.
The associated right-of-way construction permit (ENG20180177) is being reviewed separately and should be completed in the next couple of days. Any comments pertaining to that review
will follow.

City of Edmonds - Work Hour Variance – ROW ENG2018177 – 100029373 – SnoPUD – Revision 1 1. Public convenience – Will the work result in significant delays for transportation, services,
or other customer needs if done only during the day and within the hour restrictions set out in other parts of this chapter? There will no significant delays for transportation. The
plan is to close one lane of traffic and have flaggers in use on scene. The overhead primary cannot be transferred and the underground primary cannot be replaced during the day due
to commercial customer outages listed below. 2. Public Safety – Does working outside of normally allowed hours significantly improve safety conditions for the traveling public and/or
construction workers? Working outside of normally allowed hours will not significantly improve safety conditions for the public or construction workers. Similar safety measures are
taken during day and night construction. 3. Public exposure – What will be the setting for any proposed work outside of regular hours? Is it located on an arterial street or in a mostly
residential area? The work is not on an arterial street. There are mainly business in the area. There are two residential houses southeast of the site. 4. Public cost – Does a limited
amount of authorized work outside of regular hours established by this chapter save the public significant cost compared to daytime work? The overhead primary transfer and the underground
primary replacement will require power to be out to the following 2 business: TC Span America 21020 70th Ave W Terrence Conway 425-774-2718 The Whole Pup 21010 70th Ave W Doug
Howell 425-218-1500 PUD has agreed to transfer and replace primary conductor after normal business hours between 6pm and 6am on a Friday or Saturday evening to reduce shut down costs
to the customers. 2 residential addresses at 21031 and 21103 70th Ave W will be out of power for approximately 1 hour or less while the overhead secondary conductor is transfer to the
new pole. All customers will be given 48 hour notice prior to construction. 5. Noise reduction measures -- Have all reasonable steps been taken to reduce the impact of any necessary
noise outside the standard hours? Answering this question needs to include evaluation of (1) limiting the night time or early morning work to only that necessary to reasonably mitigate
the issues identified above, The setting of the new pole and use of a Vactor Truck can be done during normal business hours. The transfer of 3 phase overhead and underground primary
will need to be done at night. (2) use of quiet generators and quiet pumps (as available), No generators will be used. (3) drilling and placing of piles instead of driving them, as
well as use of other techniques, design choices, and acoustic control equipment and strategies necessary to minimize the night-time or early morning impacts from construction noise.
The pole will be set during normal business hours.
