If the building exceeds the current height limit and if the array will be located on the portion of the roof that exceeds the height limit, then the only way to allow the system to exceed the height limit would be through one of the height exceptions stated in my letter, both of which require a Type II decision (discussed in more detail below). Basically, there are two options to address the height requirements for the PV system: 1.Provide height calculations indicating that the proposed system does not exceed the current height limit. If the system complies with the current height limit, that is all that would need to be done, but if through conducting the height calculations it is found that the system would exceed the height limit, then you would also need to do #2 below. 2.If you do not wish to conduct the height calculations or if it is found that the proposed system would exceed the current height limit, you can submit for a Type II decision under one of the exceptions listed in my letter. The fee for a Type II decision is $820 and the process also requires public notice. If it appears that the PV array will be below the current height limit, it would probably end up being less time consuming and possibly less expensive to conduct the height calculations. The time frame for a Type II decision can take a couple of months, and like I mentioned above, the fee is $820, so you probably only want to go that route if absolutely necessary. I hope this helps. I’ve never had to do a height calculation for the over 800 PV systems we’ve done all over the state. I know that Edmonds places an emphasis on attracting renewable into their community, this seems contrary to that goal. I don’t mean to diminish the importance of codes and regulations, I just want to make sure this is entirely necessary, being that it is totally new to me. As far as the tree, we have no scope or part in that.
