Since the proposed sign has elements of both a wall and projecting sign, we have to make sure that it would comply with the applicable standards for both. As we previously discussed, the code requires internally illuminated signs to be mounted to the wall of the building and not on the canopy, so the proposed sign would need to be non-illuminated or externally illuminated (halo illumination is allowed as a form of external illumination). Additionally, ECDC 20.60.020.A states “when located on a wall or mansard roof, no sign may extend above the highest point of the wall or roof, or above the eave or drip line of a pitched roof on which it is located.” My manager confirmed that this would prevent the sign from being above to extend above the top of the canopy. You could, however, attach the sign to the face of the canopy as long as the top of the sign is flush with the top of the canopy. One thought that we had during our staff meeting was that with the canopy sticking out so far from the face of the building, people coming up or down Dayton Street won’t see a sign mounted to the face of the canopy untilthey are directly in front of the building, so it may be more effective for customers finding the site if the business owner had two signs with one mounted to each side of the canopy instead of being mounted to the face of the canopy. Please let me know if this causes the need to make any changes to your current building permit application for a wall-mounted sign at this site. The sign is still pending review from our various departments, so if there are going to be any changes to the submittal, I’d like to let our reviewers know ASAP so that they can wait on conducting their review until we get the revised plans from you. We appreciate your help in looking at this situation, and helping us to please the customer. Let me know if there is anything else you need. I can take it to my staff meeting tomorrow morning to get a second opinion on what their options may be. Thanks, Jen Jennifer Machuga, Associate Planner City of Edmonds, Planning Division 121 - 5th Avenue North Edmonds, WA 98020 (425) 771-0220 ext. 1224 Jen.Machuga@edmondswa.gov From: bbt signs \[mailto:bbtsigns@msn.com\] Sent: Tuesday, May 06, 2014 1:45 PM To: Machuga, Jen Subject: RE: Slate (601 Dayton St.) Jennifer, We have some questions concerningthe Slate Salon & Spasignage (BLD20140402). I left a message for our city contact Linda Thornquist as well. The customer really wantsto have the sign on the awning. When I was dropping the application off, we were not sure if it could be on the top of the awning and how it could be lit if on the awning. We need to make absolutely sure that it cannot be on the top. If there is any way to have the sign on the top we would like to explore those options. Also, if it can be on top how can it be illuminated? We understand that it cannot be internally illuminated. However, when we spoke it sounded like we could do halo lighting or back-lit. If I understand correctly, back-lit lighting is an internal lighting. We are trying to please the customer if at all possible, so we need to make sure that we understand the bi-laws and restricts for the city. Thank you for your help, Christina BB&T Signs 425.330.8160 From: Jen.Machuga@edmondswa.gov To: bbtsigns@msn.com Subject: RE: Slate (601 Dayton St.) Date: Tue, 15Apr 201418:34:18 +0000 Hi Frank, Based on a quick look at your proposal, it does not appear that this would be something we could permit. Our sign code requires internally illuminated signs in the downtown area to be mounted on the wall of the building. Internally illuminated signsdowntown cannot be mounted on or under an awning (perECDC 20.60.020.M.3). For further information on what could be allowed at this site, please refer to our sign code (ECDC 20.60) by clicking here. The site is located within the Downtown Business, BD2, zone. In addition to the applicable sign code regulations, the BD design standards of ECDC 22.43 will also be applicable to this site (the standards related to signage are in Section 22.43.040). I hope this helps answer your questions!
