S. FILE NO. PLN20180055 Staff has reviewed the additional information submitted on October 30, 2018 regarding the land use application for a landscape modification at the Admiralty House Condos at 960 5' Ave. S. A requested landscape modification has been applied for to remove existing trees, however, the modification also requires a replacement plan. A site plan was submitted on October 30, 2018; however, the site plan is not clear enough for staff to complete a review. Please provide responses to the following items at your earliest convenience so that staff s review of the proposal may continue: 1. Shrubs & Groundcover: In order to comply with ECDC Chapter 20.13, shrubs and ground cover will be required along the southern property boundary. The landscape plan submitted on October 30t' proposes arborvitae (shrubs) along Pine Street and salal as ground cover. Please see spacing for shrubs and groundcover in ECDC 20.13.015.D & E. Please clearly label plant species and spacing on the landscape plan. Trees: Type III landscaping per ECDC 20.13.030.0 requires no more than half of the required trees to be deciduous along the southern property boundary and trees shall be planted at intervals no greater than 30 feet on center. Retained vegetation along the southern property boundary may be incorporated into the plan, so 3-5 replacement trees as currently proposed may not be required if the spacing can be met utilizing the existing landscaping along the southern property boundary. Katsura's are very large trees and are not an appropriate option for the southern property boundary adjacent to the right-of-way, please provide a more suitable tree option. Please clearly label the tree species and type (evergreen/deciduous) and show the spacing. 3. Soils: As noted in the application material it appears that the site may have limiting factors for potential vegetation replacement survival. The soil has been tested by the Davey Institute Plant and Soil Diagnostic Laboratories. The test has confirmed a soil borne disease called "Phytophthora Root" (see attached). The attached report discusses corrective measures to treat the soil. Are corrective measures planned at this time? If corrective measures are not taken at this time and new vegetation is planted it may be subjected to the same issues down the road and thus landscape replacements may not survive. A vegetation replacement plan is required for a landscape modification. Please respond to the above requested items and note that a landscape plan need not include the entire site but needs to include the areas being modified. Please provide a landscape plan which is to scale or shows dimensions. Landscaping must be provided on private property and not within the right-of-way. Please submit the above information to the Planning Division as soon as possible so that staff may continue processing your application. Please keep in mind that a complete response to this information request must he received within 90 days or the application will lapse for lack of information (ECDC 20.02.003.D). Thus, your application will expire if the requested information is not received by February 5, 2019. This disease is soil borne and requires a high level of soil moisture to spread. Typically, problems show up where wet soils are common or where irrigation is excessive. Fungicide treatments cannot be expected to work if the soil remains wet. If drainage cannot be modified, and there is a history of this disease, remove and replace soil, re -grade the slope and replant with a resistant cultivar. If the cultural conditions are not corrected, spraying for this disease will likely not be successful. Management of Phytophthora Root and Collar Rot, Phytophthora spp.: 1. Reduce irrigation times to reduce excessive soil moisture. 2. Improve drainage, redirect water run-off; avoid clay soils and low areas for planting sites. 3. Treatment option 1— Subdue MAXX (mefenoxam). Treatment option 2 — Agri -Fos or Reliant (potassium polyphosphite). Treatment option 3 — Aliette WDG (aluminum tris).
