Subject: Landscape Plan Modification at 115 2nd Ave N, Edmonds, ADB -2009-0032
Dear Mr. Anderson:
GARY HAAKENSON
MAYOR
Your application for the removal and replacement of approximately 20 feet of photinia is under
review; however, more information is needed to continue processing your application.
As per our discussion at the counter, two types of landscaping could apply here; Type I
landscaping which is intended to provide a very dense sight barrier to significantly separate uses
and land use districts (ECDC 20.13.030.A). The subject property is zoned BD — Down Town
Business and the property directly to the north is zoned RM -1.5. The standard we talked about
applying was ECDC 20.13.030.A.2 which requires:
Shrubs a minimum of three and one-half feet in height planted in an area at least five feet in
width, and other plant materials, planted so that the ground will be covered within three
years;
Since the adjacent property is also a parking area, we also discussed applying Type III (ECDC
20.13.030.C) landscaping which is intended to provide a visual separation of uses from streets,
and visual separation of compatible uses so as to soften the appearance of streets, parking areas
and building elevations. The requirements of Type III landscaping to buffer a parking area
pursuant to ECDC 20.13.030.0.3 is:
3. if planted to buffer a parking area, access, or site development other than a building, any
of the following alternatives may be used unless otherwise noted:
a. Shrubs, a minimum of three and one-halffeet in height, and living ground cover must
be planted so that the ground will be covered within three years.

Sister City - Hekinan, Japan
b. Earth -mounding, an average of three and one -ha f feet in height, planted with shrubs
or living ground cover so that the ground will be covered within three years. This
alternative may not be used in a downtown or waterfront area.
c. A combination of earth mounding, opaque fences and shrubs to produce a visual
barrier at least three and one-halffeet in height.
Both of the Type I and Type III landscaping standards require ground cover in addition to the
shrubs. Your proposal only calls for planting Thuja occid smaragd and bark mulch instead of
ground cover. Please revise your landscape plan to include ground cover consistent with the
landscaping requirements of ECDC 20.13.030.
Please feel free to give me a call if you have any questions, 425-771-0220 x1223.
