Thank you for re-submitting plans for the “Preliminary Review” of a three-lot short subdivision for the property at

“Johannessen Short Plat,” file number ). This letter is to inform you that additional information is
requested at this time in order to continue Preliminary Review of the application. Note that the comments provided
below are based upon review of the Preliminary Plans for the subject short plat. Please respond in writing to the
following items and make changes, as appropriate, on the Preliminary Short Plat map.
Please provide the following additional information so Preliminary Review can continue:
1.Planning Division Comments:
a.
Thank you for commenting on the existing trees. Do you have the arborist’s report available for the file?
I’ll need to discuss this in my staff report, and it would be great to reference the report and could really
support your case.
b.
Please provide the owner’s signature (listed as Kari Johannessen) on the Land Use Application form.
c.
Please review and respond to the comments made by the Engineering Division (below and enclosed).

2.Engineering Division Comments:
Please review the following comments from the Engineering Division and
respond, through me, at your earliest convenience. Please contact Engineering Program Manager Jeanie
McConnell at 425.771.0220 if you have any questions. Note that the applicant will be required to submit civil
engineering plans to the City for review and approval after receiving preliminary short plat approval from the
Planning Division.
a.
The applicant submitted an availability letter from Olympic View Water & Sewer District (OVWSD) for
connection to the water system only. The applicant was informed by OVWSD that the sewer system was
owned by the City of Edmonds. The preliminary short plat drawings submitted by the applicant indicate a
sanitary sewer easement to OVWSD through the subject property. While this property is confirmed to be a
City of Edmonds sewer customer (the City bills this property for sewer service), City records indicate the
sewer line is actually owned by OVWSD and therefore, OVWSD should provide the applicant with
approval to connect to the sewer main. Please contact OVWSD one additional time to confirm ownership
of the main line and to obtain a preliminary letter of approval to connect to the sanitary sewer system.
b.
The applicants response letter states the plans were revised to show placement of curb, gutter and sidewalk
along the project frontage. However, the plans still do not appear to show the frontage improvements. The
response letter also indicates the developers preference to make a payment in lieu of constructing
sidewalks. The City would only consider a payment in lieu of construction if the City had a project to
construct sidewalks at this location within the next 5 years. Unfortunately, the City has no plans to do so
and therefore, payment in lieu of construction would not be allowed. Please revise the preliminary plans to
show the required frontage improvements or make application for a waiver from the sidewalk requirements
(in accordance with ECDC Chapter 18.90). As another possibility, the developer could volunteer to
construct sidewalks at an alternate location. The City has a standard form letter in which such a request
could be made. Development plans for improvements at an alternate location would still be required.
I am the Planner assigned to your project. After the above comments are responded to, staff will review them for
compliance. Once we have determined that your project can move forward, I will initiate the two-week comment
period. After the comment period ends, I will work on my staff report, which will be issued and mailed to parties of
record. After your project receives preliminary approval, there is a two week appeal period – the conclusion of this
period is called “Preliminary Approval.” If you have any questions, please do not hesitate to contact me at
