Dear Mr. Helleren:
You have submitted an application for “Preliminary Review” of a three-lot short subdivision for the property at

, which is located in the Single-Family Residential () zone (known as the

“Johannessen Short Plat,” file number ). This letter is to inform you that additional information is
requested at this time in order to continue Preliminary Review of the application. Note that the comments provided
below are based upon review of the Preliminary Plans for the subject short plat. Please respond in writing to the
following items and make changes, as appropriate, on the Preliminary Short Plat map.
Please provide the following additional information so Preliminary Review can continue:
1.Planning Division Comments:
a.
Please add the file number S-2008-35 to the face of the map.
b.
This site is over one acre in size (2.35 acres shown) and appears to be subject to review by the Department
of Ecology. Please review the enclosed handout related to Ecology’s Construction Stormwater General
Permit and inform me of the status of your application. If it turns out that DOE requires review under the
State Environmental Policy Act (SEPA), please know that I will need the following items at your earliest
convenience: (1) Completed and signed Environmental Checklist, and (2) $420 SEPA review fee.
c.
What is the existing lot coverage for this site? I know that you’re WELL under the maximum 35% for lot
3, however I do need a figure to add to my staff report.
d.
Many trees are shown to be removed across lots 1 and 2 – what is the justification for their removal? I
understand that the trees in the middle of the building envelope will eventually need to be removed, but
what about the trees along the periphery? Do you have a report from a ASA certified arborist
recommending their removal? Please elaborate on your tree removal plans and provide a response,
knowing that staff must find that the project complies with the Comprehensive Plan (see enclosed “Soils &
Topography” excerpt, pages 63-64 of the Comprehensive Plan).
e.
Soon I’ll need to conduct a site visit, and when I posted the site I noticed that there is a gated entry – do I
need a key code to get past the gate? Please provide advice on when/how I should conduct my site visit.
f.
Please provide the owner’s signature (listed as Kari Johannessen) on the Land Use Application form.
g.
Please review and respond to the comments made by the Engineering Division (below).

2.Engineering Division Comments:
Please review the following comments from the Engineering Division and
respond, through me, at your earliest convenience. Please contact Engineering Program Manager Jeanie
McConnell at 425.771.0220 if you have any questions. Note that the applicant will be required to submit civil
engineering plans to the City for review and approval after receiving preliminary short plat approval from the
Planning Division.
a.
Please submit a letter of approval from Olympic View Water & Sewer District providing preliminary
approval for the proposed development to make connection to their water and sewer systems.
b.
Please indicate the point of release or connection to any storm systems for the proposed detention systems.
c.
The following information is required with proposals for infiltration systems:
i.Provide a copy of the Infiltration Feasibility Map (attached) with the location of the subject site
identified on the map.
ii.Provide percolation tests.
iii.Provide reasons for which infiltration is being proposed, including, but not limited to: the lack of a
public storm drainage system in the area.
d.
In accordance with Edmonds Community Development Code (ECDC) Chapter 18.90, sidewalks are
required as a condition of short plat approval. Alternately, with the approval of both the planning director
and city engineer, the requirements of this chapter may be waived, if it can be demonstrated by the
applicant that there are special circumstances related to the topography or other factors which make the
construction of the sidewalk economically unfeasible or practically impossible. Please resubmit plans
showing the proposed sidewalk and/or documents accordingly.
I am the Planner assigned to your project. After the above comments are responded to, staff will review them for
compliance. Once we have determined that your project can move forward, I will initiate the two-week comment
period. After the comment period ends, I will work on my staff report, which will be issued and mailed to parties of
record. After your project receives preliminary approval, there is a two week appeal period – the conclusion of this
period is called “Preliminary Approval.” If you have any questions, please do not hesitate to contact me at
