Dear Mr. & Mrs. Reimer: You have submitted an application for “Preliminary Review” of a three-lot short subdivision for th 8805 220 Street SWRS-8 the property at , which is located in the Single-Family Residential () S-2008-37 zone (known as the “Reimer Short Plat,” file number ). I am the Planner assigned to your project. This letter is to inform you that additional information is requested at this time in order to continue Preliminary Review of the application. Note that the comments provided below are based upon review of the Preliminary Plans for the subject short plat. Please respond in writing to the following items and make changes, as appropriate, on the Preliminary Short Plat map. Please provide the following additional information so Preliminary Review can continue: 1.Planning Division Comments: a.S-2008-37 Please add the file number to the face of the map. b. Please provide the total acreage for the entire site (in square feet) on the face of the map. c. Please provide the “lot coverage” (ECDC 21.15.110) for the existing house that is to remain. The maximum lot coverage in this zone is 35% (of the net lot area, so Lot 2 needs to have less than 2,808 s.f. coverage). d. Thank you for showing existing trees on the map. Do you plan to remove any of these trees with the short subdivision process? If so, please show trees to be removed and provide justification for their removal. e.RS-8 Please add the zoning designation “” to the face of the map. Page 1 of 3 f. I came up with different setbacks for the new lots than you have shown on the map, so th we should definitely get this figured out sooner rather than later. 220 is considered a “street” from which street setbacks must be taken. The on site access easement does not meet the definition of “street” (ECDC 21.90.120), but what about the properties to the east? Does their “Tract A” meet the definition of “street” by providing access to five (or more) lots? If so, it would seem that we’d need to take street setbacks from the eastern property line of your lot, which would also make the new “Lot 1” a “corner lot” and then the house on “Lot 2” wouldn’t meet the required 15’ rear (west) setback from the edge of the vehicular access easement. If not, then I still came up with different setbacks than you have shown. Please provide me with your thoughts on this, or please contact me to set up a meeting to discuss the setbacks for this site so we can come up with a solution. g. Is the covered patio on the existing house to be removed? If so, please label “T.B.R.” on the map. h. The existing house has a patio along the north side; it appears that a portion of it will need to be removed in order to meet setbacks. Uncovered patios are permitted to project no more than 1/3 of the required setback (1/3 of 7.5’) pursuant to ECDC 16.20.040.C (provided it’s not more than 30” above ground level at any point, or covered or enclosed). Please show the area of the patio to be removed on the map in order to meet the above setback requirement. i. Is the existing wood fence going to remain? Please clarify. j. Please review the letter from the Edmonds School District (attached) and let me know if you have any questions. k. Please review and respond to the comments made by the Engineering Division (below and attached). As a courtesy, the Engineering Division has also drafted up the likely conditions that will be required for Preliminary Approval. Please take a moment to review their draft (attached) and let me know if you have any questions. 2.Engineering Division Comments: Please review the following comments from the Engineering Division and respond, through me, at your earliest convenience. Note that the applicant will be required to submit civil engineering plans to the City for review and approval after receiving preliminary short plat approval from the Planning Division. a. The overhead utilities for Lot 2 that cross over Lot 1 must be underground. b. The proposed storm drainage system shows a force main within the City right-of-way. Please terminate force main on private property, and convey the water to the City storm system via gravity, or show cause how this cannot be accomplished. c. The sanitary sewer system is owned by the Olympic View Water & Sewer District. The District must approve the plans prior to City approval. d. Please provide distance (ground, not straight-line) from the SW corner of Lot 3 to the nearest fire hydrant. Page 2 of 3 3.Fire Department Comments: Please review the following comments from the Fire Department and respond, through me, at your earliest convenience.Please contact acting Mike Smith Fire Marshall at 425.771.0215 if you have any questions. a. Please show the distance from the SW corner of Lot 3 to the closest fire hydrant. 4.Public Works Department Comments: Please review the following comments from the Public Works Department and respond, through me, at your earliest convenience. a. All lots need to be connected to sanitary sewers. After the above comments are responded to, staff will review them for compliance. Once we have determined that your project can move forward, I will initiate the two-week comment period. After the comment period ends, I will work on my staff report, which will be issued and mailed to parties of record.
