A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON, ADOPTING FINDINGS OF FACT TO SUPPORT THE
ADOPTION OF ORDINANCE 4124, WHICH ESTABLISHED A
MORATORIUM ON CERTAIN TYPES OF RESIDENTIAL DEVELOPMENT
IN THE BD ZONES
WHEREAS, the city council adopted Ordinance 4124 on August 21, 2018, which adopted an
immediate six-month moratorium in the BD zones on the acceptance of all development permit
applications to permit, site, establish or construct residential structures or units that do not
provide at least one on -site parking space per residential unit; and
WHEREAS, the city council held a public hearing on Ordinance 4124 on September 25, 2018 to
determine whether continued imposition of the moratorium was justified, now therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY
RESOLVES AS FOLLOWS:
Section 1. ADOPTION OF FINDINGS. The city council hereby adopts as its findings of fact to
support the adoption and continued imposition of Ordinance 4124 the Whereas clauses contained
in Ordinances 4124.
Section 2. CONTINUANCE OF MORATORIUM. In light of the findings of fact adopted in
Section 1, above, the moratorium adopted by Ordinance 4124 shall continue and not terminate
until six (6) months after the date of adoption of Ordinance 4124, or at the time all of the events
described in Section 1 of Ordinance 4124 have been accomplished, whichever is sooner. The city
council shall make the decision to terminate the moratorium by ordinance, and termination shall
not otherwise be presumed to have occurred.
