The review comments are numbered on the letter and have been addressed in italics as follows: GENERAL 1) Done. 2) 8/6/19 Not Done. Submit ROW Permit Application form. I believe this has been cleared up. We are not going in the right of way. 3) 8/6/19 Not Done. Submit Side Sewer Permit Application form. Project is in Olympic View Sewer & Water District. 4) Done. 5) 8/6/19 Not Done. This should address only the infiltration trench that will be constructed as part of the sfr process. All others were constructed during the short plat improvement construction and are covered under the recording documents. Please submit required document — notarized but not recorded. A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the covenant, including notarization and any required exhibits and submit to the city. Ensure the stormwater covenant meets Snohomish County Record Drawing requirements. The documents must be complete, but will not be recorded prior to permit issuance. Prior to construction, final location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. Also the utilities should be dark enough to see them. Accurate measurements should be provided to the detail where area can be calculated for the full driveway on the lot, and the patio, and the roofline. The site plan shall show all utilities with labels stating name of utility or specific line types. Sewer is not shown to the main. The infiltration trenches on both sides of the property shall be labeled and noted what run off they are collecting. The driveway and structures shall be dimensioned. Please see new dimensioned areas. 9) Done. TESC 1) Done. 2) 8/6/19 Partially done. Add along the infiltration easement on the east property line. Orange protective barrier fencing or orange silt fencing shall be placed at the drip line of trees to remain and around areas proposed for low impact development techniques, such as rain gardens, infiltration systems, etc., to protect the area from compaction. Okay, the fence was added. 3) Done. 4) Done. WATER 1) 8/6/19 Partially Done. Water line needs to be 1 '/2" from meter to house. Label on plans. As indicated by the Fire Department, a fire sprinkler system is required for this property. Typically, if there is an existing water service line from the watermain to the meter, the water service line/meter will not be the appropriate size and a new tap will be required. The applicant will be required to pay for the new tap on the main and the new meter. Please revise plans to include the following: a. Please add a note that a 1" meter is to be installed b. Show the water meter located in the right-of-way, such that the back of the meter is on the property line. The water meter shall not be located within the driveway. c. Please show a 1-1/2" water service line to be installed from the back of the meter to the house (as required for a combination fire and domestic service). d. Please label the pipe material and note tracer wire to be installed on the water service line. Show that there is a minimum of 3' of horizontal separation between the water service and dry utilities (i.e. power, phone, gas, cable, etc.). A minimum of 10' of horizontal separation is required between water and sewer lines. The separation could not be met; therefore, a note has been placed on the plans to sleeve the water line. 3) Done. SEWER 1) 8/6/19 Partially Done. Label the public main. The Utility plan should show the entire sewer run from the main line to the house. The public main is labeled southeast of Lot B. 2) 8/6/19 Partially Done. Label pipe material, length and size. On the site. This is a review of the sfr so we need to see all the information about the utilities to be constructed on the sfr site. The sewer lateral (from the main to the property line/edge of easement shall be 6". Once on private property the sewer may reduce to 4". The sewer main from the public main to the property is shown on the plan. The side sewer to the house is labeled as 4 " PVC. 3) Done. 4) Done. 5) 8/6/19 Partially Done. Provide invert elevations for the cleanout at the property line and at the house so that a minimum 2% slope and minimum 2' pipe coverage can be verified. The invert at the house is 364.0. A minimum of 2' of cover is required for all pipes located under driveable surfaces, please revise plans. All the house cleanouts have IE's now. 2) Done. General: It appears that no drainage report or memo was included; included a drainage report or memo which states how the site specific proposal under this permit meets the requirement of ECDC 18.30 and/or how it complies with the previously approved plan. a. Include sizing calculations for the infiltration trench. Update: Report revised to provide calculation demonstrating the proposed impervious is less than previously designed for, but it is unclear how the engineer verified that the trench matched the previously approved design. Include report text addressing how the existing trench, with location and size as shown, was determined to be true and accurate. Field verified existing trench onsite with contractor and appears to be built per approved civil plans. 2. Nothing further 3. C2: Provide details, dimensions, and elevations for the infiltration facility as needed for construction. Update: This information is still needed for the "existing" trench. The trench, while installed out -of -sequence, is actually required as mitigation for the currently proposed improvements under this permit; therefore, all information needed to re-create/verify the trench must be included in this plan set. The existing trench was constructed as part of the short plat and verified by city inspectors. I field verified the approximate size and location of the existing trench. 4. C2: Add & callout an inspection port; add detail as needed for construction. Update: This information is still needed; if these improvements were not provided previously, they shall be provided. The cleanouts are called out on the sheet. 5. C2: Identify the two circular objects near north side of facility (assumed to be cleanouts); provide detail as needed for construction.
