Please find the attached responses to our project at 1020&1024 Bell Street. This letter represents an
overview to all the feedback we received as well as a summary of the findings from the reviewers. I've
broken the letter up into 3 sections (Storm Drain / Site Plan, GeoTechnical, & Wetlands) and provided a
detailed overview of what our responses are for each. The responses in most cases have additional etters
and documentation that are included with this letter,
From the review by Jennifer Lambert both on the Site Plans and in an email shared between Jennifer and
Jerry Shuster (dated 10/23/2015), we addressed the following comments with our response:

original 2005 GeoTechnical report in comparison to the slope stability report from Earth Solutions NW.
The concern from Chuck was that in a few instances the original 2005 report asked for specific items and
the follow up report from Earth Solutions NW did not mention these concerns by agreeing nor denying
their impact in the updated project.
Included are letters from Earth Solutions NW along with a letter from our excavation company American
West Coast Construction regarding our targeted plan for the project. These letters take into consideration
that we have reduced the size of the home on 1024 bell street by 7' providing a full 12' side setback. This
increase in side setback should provide us enough space between the existing home located at 1028 Bell St
and the proposed home at 1024 Bell St. Depending on soil conditions as we dig foundations, the need for
temporary shoring will not be known. Also, West Coast Constructions letter also defines how the
foundations will be built in two stages which will also reduce the possibility of temporary shoring.

What was outlined in 2005 pertaining to
temporary shoring, site excavation, and safety
measures are agreed by ESNW and should be
followed during construction. Also, ESNW will
monitor the work site during construction to make
sure that the right soils are reached when
excavating, along with requiring temporary
shoring if needed.
There was concern that the dispersion trench was not located on 1020 or 1024 Bell Street, but placed on the
neighboring parcel owned by the City of Edmonds Parks and Recreation. LSA has designed an approved
system that leverages RipRap and was able to pull the drainage entirely on 1020 Bell Streets property. The
requirement is that the location of the RipRap trench
Acre Environmental has provided an updated letter addressing this change and updated the impact areas
along with adjustments to the revegetation plan.
