Review Permit: 2016-1538
On behalf of Studio Meng Strazzara (architect) for Westgate Village Mixed -Use Building, you will
find a list of post permit revisions in itemized format and supplemental drawings for both planning
and building divisions.
Level P1:
Water Heater Room
This room, P347 and correspondingly numbered T-0" x T — 0" hollow metal door, has been added
to the northwest corner of the P1 garage during design build. It is a half -height CMU wall with metal
framing on top.
Maintenance Room
This room, P346 and correspondingly numbered T-0" x T — 0" hollow metal door, has been added
to the northeast corner of the P1 garage during design build. It is a half -height CMU wall with metal
framing on top.
Stairs
The podium level stairs are to be combustible and within a 3hr rated enclosure with 3hr rated doors
at the Type IA podium levels per previous city discussion. See attached letter.
Level 1:
Concrete Wall & Metal Gate Door
An infill concrete wall was added to refine the patterning of solid and void space at the east end of
the building. The concrete wall matches the other exterior walls in the use of architectural reveal
patterning and concrete reveal plugs. A black welded wire and tube steel mesh door and adjacent
fence panel are added for building security and egress. Panic hardware is located on the garage
side. The mesh allows visibility through.
Storefront S6 at Lobby
The glazing at the east side of the lobby has been made to match the west side, providing classic
symmetry and increased glazing via the S6 storefront type. The lower piece sets atop an 1,40.EVIS1101V

at the Type IA podium levels per previous city discussion. See attached letter.
Levels 2-4:
MUA shaft
MUA-1 shaft was relocated to the telecom Rm #1. Shaft to be a 1-hour fire -resistance rated assembly
tested in accordance with ASTM E 119 or UL 263 per IBC 713.4, with a 1-hour fire -resistance rated
access door per IBC Table 716.5, and fire and smoke damper access per IBC 717.4.
Level Roof:
RTU/MUAs
RTU/MUAs were shifted slightly at the roof level to better work with the building plan and roof
configuration. See separate MEP permit. MUA-1 now aligns with new shaft location below.
General Sheets:
Energy G015, G016
The energy calculations were updated per a new energy consultant for increased accuracy for the
Westgate project.
Assemblies Sheet G003
The assemblies sheet reflects adjustments made during the energy recalculation to support the
design intent and energy code.

Subject: RE: Westgate Edmonds: Wood framed stairs in 1A
While not explicitly allowed/prohibited in the 2015 IBC, it is permissible to frame the interior exit stairs
in the IA portion below the 'podium line' of wood, just as of that in the VA portion.
During the 2021 113C: code hearings, a specific allowance in 1Bl )I U.2 was proposed to avow wood stair
construction and was unanimously approved. It still has to go through the public comment hearing this
fall. At the same time, the proposal was also submitted to the Washington State Building Code Council
as an amendment to that section in the 2018 IBC. The approach has been utilized for many projects in
Bellevue under a policy developed by their Building Official,
The portion of the stairway in the IA portion below the `podium line' must be enclosed by 3-hour fire -
resistance rated construction with opening protectives in accordance with IBC 716. The VA portion of
the interior exit stairway above the 'podium line' must be enclosed by 2-hour fire -resistance rated
construction with opening protectives in accordance with IBC 716.
My apologies for the delayed response.
