During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit three (3) sets of
revised plans/documents with a written response to each of the items below to a permit
coordinator.

Resubmittals can be made at the Development Services Department on the 2floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.

Reference to all comments from previous plan review comment lettersthat have been
addressed have been removed from this comment letter. Only those comments listed below
remain for the project.
1.Thegeotechnicalletter provided from Julian Liu, Liu & Associates, dated August 16, 2017 does
not sufficiently address what was requested in staff’s previous comments.Please provide Mr.
Liu with the entire civil plan set and the native vegetation plan and ask him to write a letter
confirming that he reviewed the civil plans and native vegetation plan for compliance with all
applicable critical areas requirements of ECDC Chapters 23.40 and 23.80.In addition to
addressing any other applicable critical areas code sections, Mr. Liu should specifically address
the plans’ compliance with Sections 23.80.060 and 23.80.070.
2.Please address the following related to the Vegetation Management Plan (VMP):
a)Implementation of the VMP cannot be deferred.Thus, the work detailed in the VMP
will need to be conducted prior to final approval and recording of the short plat.As part
of the implementation of the VMP, documentation from Wetland Resources, Inc. will be
necessary in order to confirm that the plan was fully implemented and to document what
plants were installed within the areas where the invasive species are removed.Please
add a note to theplansreflecting this requirement.
b)The third paragraph under the “Project Description” heading states that all trees on Lots
A and B that are outside the nativevegetation area will be removed for construction of
the future homes.It is clear that amajority of thesetrees on Lot A will need to be
removed for the civil improvements and construction of a future home on Lot A;
however, it is possible that some of these trees on Lot B can be retained with future
development.Please note that tree removal outside the native vegetation areas is not
being reviewed nor approved at this time.
c)Revise the second paragraph under the “Work Schedule” heading since the work within
the vegetation management area is to be conducted prior to final short plat approval (as
discussed above).
d)Under the “Maintenance” heading, please provide additional direction for what will need
to be done for monitoring of the native vegetation area including performance standards.
e)Under the “Use of This Plan” heading, remove the second paragraph since the subject
site does not contain a wetland.
f)Please revise the cost estimate to include the cost of removal of the invasives and the
grass seedingspecified in the VMP.
