The reason for the stop work order is that the house structure has been demolished to a point well beyond the scope of what was approved under the building permit. Further, it appears that the demolition well exceeds what the City would allow as a remodel/renovation. As such, any proposed construction from this point forward will be considered under the category of "New Single Family" construction, and will require a new building permit and be subject to all applicable requirements for a new structure. In order to continue with your project, you will need to apply for a new permit, including a new site plan, construction drawings, and other related documents along with your application. In addition to the house demolition issues, the rockery that had previously supported the slope on the south side of your property has been removed without City approval. A building permit will be required for replacement of the rockery, and will require a geotechnical report and professional design for construction, due to the height of the wall and the surcharges imposed on it by the ascending slope and alley above. This permit may be applied for separately from the main house permit, and it is recommended that this application be made as soon as possible in order to minimize the risk of slope failure. It is also recommended that the exposed bank be temporarily supported, as had been previously agreed to by the Building Division. We understand that these actions will have significant impacts to both the timing and cost of constructing your new home. We are not unsympathetic to those issues. The Development Services Department will make every effort to assist you through the review process and expedite the process as much as possible in order to minimize time delays. Our City review team would welcome a meeting with you and your contractor and designer to discuss issues that will need to be addressed going forward.
