DEVELOPMENT IDENTIFICATION Gibson Traffic Consultants (GTC) has been retained to analyze the traffic impacts of the proposed tenant improvement of Ryan Etue, DDS medical -dental office. GTC is a professional traffic engineering consulting firm registered and licensed in the State of Washington. This study has been organized in the manner of the SEPA Traffic Impact Requirements for the City of Edmonds for developments generating less than 25 PM peak -hour trips. GTC is located at: 2802 Wetmore Avenue, Suite 220 Everett, WA 98201 Phone: 425-339-8266 Fax: 425-258-2922 Email: info@gibsontraffic.com Matthew Palmer, responsible for this report and traffic analysis, is a licensed professional engineer (Civil) in the State of Washington and member of the Washington State section of ITE. The proposed Ryan Etue, DDS tenant improvement will consist of replacing 2,268 Square Feet (SF) of the previous shopping center with 2,268 SF of dental office. The remaining 1,273 SF will remain as shopping center. The site address is: 8129 Lake Ballinger Way, Suite 101 Edmonds, WA 98026 The proposed tenant improvement is anticipated to be operational at the end of 2012. The property currently is served by the existing accesses on to Lake Ballinger Way. No change in access is proposed. TRIP GENERATION Trip generation rates were obtained from the Institute of Transportation Engineers (ITE) Trip Generation, 8th Edition (2008). The average trip generation rates for ITE Land Use Code (LUC) 820, shopping center, and ITE LUC 720, medical -dental office, have been used for the trip generation calculations. Industry standard pass -by rate of 34% for shopping center has been applied to the trip generation based on the ITE Trip Generation Handbook. This pass -by reduction has been applied to the daily, AM peak -hour and PM peak -hour trip generation calculations. The 2,268 SP of tenant improvement is anticipated to generate 18 net new ADT, with 4 net new AM peak -hour trips (3 inbound/1 outbound) and 3 net new PM peak -hour trips (0 inbound/3 outbound). 'TRAFFIC IMPACT FEES Traffic impact mitigation payments to the City of Edmonds are based on Edmonds Road Impact Fee Rate Study Table 4, Impact Fee Rates. The table that was adopted in 2004 when the development was permitted in 2005 had a mitigation rate for shopping center for the existing credit and the new use of medical -dental office will use the mitigation table adopted in 2009. The traffic mitigation fee calculation for the Ryan Etue, DDS tenant improvement is summarized in Table 2. The total traffic mitigation fee of $6,531.84 is required.
